DECISION
ON
ISSUANCE OF LIST OF PUBLIC SERVICES FUNDED BY STATE BUDGET IN HEALTH –
POPULATION SECTOR
THE PRIME MINISTER
Pursuant to the Law on Government Organization
dated June 19, 2015;
Pursuant to Decree No. 63/2012/ND-CP dated
August 31, 2012 of the Government on functions, tasks, powers and
organizational structure of the Ministry of Health of Vietnam;
Pursuant to Decree No. 85/2012/ND-CP dated
October 15, 2012 of the Government on the operational and financial mechanisms
for public health service providers and the prices of healthcare services at
public medical establishments;
Pursuant to Decree No. 16/2015/ND-CP dated
February 14, 2015 of the Government on the mechanism for exercising the
autonomy of public service providers;
Pursuant to Decision No. 695/QD-TTg dated May
21, 2015 of the Prime Minister on issuance of the plan for implementing the
Government's Decree No. 16/2015/ND-CP;

HEREBY DECIDES:
Article 1. The List of public services funded by state budget in health
– population sector is issued together with this Decision.
Article 2. Based on the actual situation of implementing the roadmap
for calculating the price of public services funded by state budget in Health –
Population sector, the Minister of Health promptly submits reports and
proposals on making appropriate amendment to the list of services to the Prime
Minister for consideration and decision.
Article 3. Implementation
1. Ministries, ministerial agencies, governmental
agencies, and People's Committees of provinces and centrally affiliated cities
shall formulate and issue norms for allocation of state budget for public
service providers under their management for public services specified in
Article 1 hereof; assign tasks or authorize affiliated managing agencies to
assign tasks to perform services specified in Article 1 hereof to affiliated
public health service providers; review and decide the assignment of tasks of
provision of the services specified in Article 1 hereof to non-public medical
facilities in accordance with the laws.
2. The Minister of Health shall take charge and
cooperate with the Minister of Finance in providing for the prices of public
services in health - population sector in accordance with the laws.
3. The Minister of Finance shall take charge and
cooperate with the Minister of Health in providing guidance on implementation
of this Decision.
4. Ministries, ministerial agencies, governmental
agencies, and People's Committees of provinces/centrally affiliated cities
shall ensure sufficient budget to perform the public services specified herein
according to the applicable delegation of powers for budget management.
Article 4. This Decision comes into force from the day on which it is
signed.

infected with diseases classified as Group A and certain diseases in Group B,
and are residing in epidemic areas; persons being medically isolated and
showing signs of developing infectious diseases as prescribed by the
Government.

dated September 30, 2010 of the Government on guidelines for the Law on
Prevention and Control of Infectious Diseases regarding implementation of
medical isolations, enforced isolation measures and specific anti-epidemic
measures during the epidemic period.

disasters in accordance with the decision of the Minister of Health or the
President of province-level People’s Committee.
