Vietnam's planning for sustainable extraction and use of coastal resources
According to the Decision, the objectives until 2030 of the master planning for sustainable extraction and use of coastal resources during 2021-2030, with a vision toward 2050, are as follows:
(1) Objectives by 2030:
- General objectives:
+ To effectively manage, extract, and use coastal resources and contribute to the transformation of Vietnam into a nation with maritime advantages and richness, sustainable development, prosperity, security, and safety, ensuring the livelihood and improving the living standards of residential communities in coastal areas in association with the preservation and development of natural value, ecological conditions, and culture.
+ To proactively prepare and manage natural disasters, effectively respond to climate change and the rise of the sea level; strictly control and prevent the pollution and degradation of the coastal environment and ecosystem.
- Specific objectives:
+ To protect, maintain, and restore the ecosystem, biodiversity, and other values of the coastal regions; increase the area of preservation and protection of natural values, maritime ecological conditions, and mangrove forests in coastal regions, contributing to the expansion of the minimum area to be equal to at least 6% of the natural area of the national waters.
+ To reasonably arrange and allocate spaces to sectors and fields and fundamentally settle overlapping and conflicts in the extraction and use of coastal resources, ensuring the recovery capacity of the ecosystem, protecting the coastal environment, and contributing to the achievements of the following targets:
++ 100% of the toxic, domestic solid, and plastic waste at beaches, seaside resorts, and sea preservation areas is collected and treated;
++ 100% of economic zones, industrial zones, and urban areas in coastal areas are planned and constructed in a sustainable, ecological, smart, and safe manner, with focused wastewater treatment systems meeting environmental regulations and standards.
+ To ensure people’s rights to access the sea, improve the livelihood, and enhance the living standards of residential communities in coastal areas, ensuring that there is no extremely disadvantaged commune in coastal regions to contribute to the improvement of income per capita of coastal provinces and cities to at least 1,2 times the national income per capita; protect and preserve cultural heritages, promote maritime historical traditions and cultural identities, contributing to the development of Vietnamese human culture comprehensively, conformable with the trends of the times.
+ To strictly combine national defense and security with socio-economic situations and socio-economic situations with national defense and security; build national defense works according to planning for military posture in coastal defense areas; engage in international cooperation concerning resources, biodiversity, maritime environment, and islands in a proactive direction with strict cooperation during the implementation among authorities at various levels.
+ To effectively assist the state management of resources and protection of maritime and island environment using the method of general management, creating the grounds for 100% of provinces and centrally affiliated cities with seas to effectively develop and implement programs on the general management of coastal resources.
(2) Vision toward 2050:
- To ensure that coastal resources are managed, extracted, and used effectively and sustainably for the comprehensive development of maritime economic sectors, contributing to the transformation of coastal regions into vibrant cultural-economic development centers that attract investment and perform as the gateway for connecting the development space between land and sea and connecting trade between Vietnam and the world.
- To develop coastal regions into solid support to march toward the sea and motivate other regions in Vietnam to develop.
- To have a clean and safe environment and have natural values, ecological conditions, landscapes, culture, and history protected, preserved, and developed.
- To firmly ensure national defense and security, aiming toward the transformation of Vietnam into a nation with maritime advantages and richness, sustainable development, prosperity, security, and safety, and net zero emission by 2050.
