Circular No. 01/2020/TT-BTP: writing comments in personal history forms is banned

This is the considerable matter specified in the Circular No. 01/2020/TT-BTP providing instructions on implementation of the Decree No. 23/2015/ND-CP regarding issuance of extracts from registers, certification of copies of originals, signature validation and contract or transaction validation.

According to this Circular, validation of signatures in personal history statement forms will be subject to the following regulations:

- Validating officers are not allowed to write any comments in personal history statement forms, except attestation given by using the form available in the Decree No. 23/2015.

- If otherwise provided by specialized laws, writing comments in personal history statement forms will be subject to these laws.

- Applicants for validation must be responsible for all information given in their personal history statement forms.

 - Any blank data field or section of a personal history statement form must be diagonally crossed out before granting validation.

In addition, this Circular prescribes that attestation samples to be used in case where there are at least two persons claiming bequests or refusing to receive bequests;

Circular No. 01/2020/TT-BTP will enter into force on April 20, 2020, replacing the Circular No. 20/2015/TT-BTP dated December 29, 2015.
