Pursuant to this document, application requirements for participation in the compulsory SI program applied to foreign workers conform to the following instructions:
- From December 1, 2018, the Social Security agency will shift foreign workers participating in health insurance policies designated by the code BW to the code IC in order to enable them to participate in SI and HI programs.
The employing unit will be required to complete the electronic note of delivery and receipt of the application documentation No. 600 in order to make a reduction in the code IC and the electronic note of delivery and receipt of the application documentation No. 603 in order to make an increase in the code BW if:
+ The applicant worker is an intra-company transferee under clause 1 of Article 3 of the Decree No. 11/2016/ND-CP stating that he/she is not classified as the person required to participate in the compulsory SI program;
+ The applicant worker has fully reached legitimate retirement age under clause 1 of Article 187 of the Labor Code.
- The employing unit will be required to follow legally prescribed application procedures and requirements with the participating unit's code shifted from the code BW to the code IC.
Example: If the employing unit is granted the code of its foreign worker’s HI participation BW0001Z, the respective code of participation in the SI and HI program IC0001Z will be issued.
- In case of preparing a payment order and payment slip, an employing unit will be required to fully fill in 3 data fields such as name and code of the SI and HI participating unit and payment details.
If the employing unit prepares one evidencing document containing multiple codes such as YN, IC or BW, the amounts of insurance contributions bearing respective codes must be clarified in the field of payment details.
