Abolishing regulations regarding individuals or entities required to inform their e-commerce sites

The Ministry of Industry and Trade has issued the Circular No. 21/2018/TT-BCT amending the Circular No. 47/2014/TT-BCT on management of e-Commerce sites and the Circular No. 59/2015/TT-BCT on management of e-commerce on mobile apps.

This Circular sets out the following regulations:

- Abolishing regulations regarding individuals or entities required to inform their e-commerce sites as provided in Article 8 of the Circular No. 47; 

- Abolishing regulations regarding individuals or entities required to apply for registration of the their e-commerce site rating service as provided in Article 21 of the Circular No. 47; 

- Amending Article 13 of the Circular No.47 as follows:

 “In order to apply for registration, applicants must be traders or organizations having their e-commerce websites providing at least one of the following services:

1. e-Commerce exchanges.

2. Online promotions.

3. Online auctions.”

This means that new regulations cover more entities and individuals required to register their ecommerce sites. In particular, these organizations are not restricted to those operating in the trade promotion and enterprise support service sector.
