According to the Resolution, one of the major tasks and solutions is to focus on improving institutions in a synchronous, modern, and competitive manner to create breakthroughs in growth, specifically as follows:
- To develop and improve institutions and laws suitable for establishing a new growth model, restructuring the economy, and promoting industrialization and modernization; to strongly shift the mode of state administration from “pre-inspection” to “post-inspection” in association with the development of standards, technical regulations, and technical-economic norms, and with strengthened inspection and supervision.
To urgently review and assess, and adopt timely adjustment measures for technical-economic norms applicable to certain factors such as construction materials, fuels, labor, etc., in line with practical conditions. To improve the effectiveness of law enforcement, develop criteria for assessment of legal documents after promulgation, and ensure a shift in the mindset for assessing legal effectiveness from “good in documents” to “good in practice”. To continue implementing solutions to improve the effectiveness and efficiency of the state administrative system from the central level to the local level.
- To urgently and fundamentally remove institutional, mechanism-related, and policy-related barriers and bottlenecks; to continue strengthening decentralization and delegation of powers in association with allocation of resources, strengthened inspection and supervision, and improved implementation capacity. To focus on reviewing, amending, and improving the legal system relating to the development of the digital economy and investment and business activities, particularly in the fields of land, planning, trade, minerals, construction, etc., thereby contributing to the removal of difficulties and promotion of production and business activities; and to strengthen consultation with the enterprise community.
To intensify administrative procedure reform, to standardize and digitize all procedures for settlement of administrative procedures in the digital environment, and ensure interconnection and data sharing among authorities, and to minimize compliance time and costs for citizens and enterprises. Vietnam shall strive to rank among the top 3 ASEAN countries and among the top 30 countries worldwide in terms of investment and business environment by 2028.
