DECISION
APPROVING PROGRAM
FOR CAPACITY ENHANCEMENT AND TECHNICAL FACILITY MODERNIZATION FOR MANAGEMENT OF
MARINE AND ISLAND NATURAL RESOURCES AND ENVIRONMENTS BY 2030
PRIME MINISTER
Pursuant to the Law on Government Organization
dated June 19, 2015;
Pursuant to the Law on Natural Resources and
Environment of Seas and Islands dated June 25, 2015;
Pursuant to the Government’s Resolution No.
26/NQ-CP dated March 05, 2020 promulgating Government’s overall plan and 5-year
plan for implementation of Resolution No. 36-NQ/TW dated October 22, 2018 by
the 12th Central Steering Committee of the Communist Party on strategy for
sustainable development of Vietnam’s ocean economy by 2030 with vision towards
2045;

Resources and Environment;

I. OBJECTIVES
Establish systems of advanced technical facilities
and equipment to support environmental baseline surveys, monitoring, control
and protection and build sea and island databases, fulfilling tasks of general
management of marine and island natural resources and environments in new
situation and contributing to accomplishment of objectives of the strategy for
sustainable development of Vietnam’s ocean economy by 2030 with vision towards
2045.
II. TASKS AND SOLUTIONS
1. Enhance capacity for
monitoring of marine and island natural resources and environments:
- Invest in and upgrade the
marine and island natural resources and environmental monitoring network, which
includes 32 natural resources and environmental monitoring stations, 25 sea
radar stations and 35 marine buoy stations according to the master plan for
national natural resources and environment monitoring networks for 2016 - 2025,
with a vision to 2030 approved by the Prime Minister in Decision No. 90/QD-TTg
dated January 12, 2016.
- Invest in repair and upgrade
of Hai Phong, Quang Nam and Ba Ria - Vung Tau DGPS stations.
2. Enhance capacity for
general management; investigation and survey; and pollution control for marine and
island environments
- Provide more modern
technical equipment for investigation, survey; pollution control and general
management of marine and island natural resources and environments for Vietnam
Administration of Seas and Islands.
- Invest in essential
technical equipment and facilities for baseline surveys of service providers
affiliated to Vietnam Administration of Seas and Islands;

3. Invest in integrated
information systems and databases and modernize general management of marine
and island natural resources and environments.
4. Invest in facilities for
baseline surveys of service providers affiliated to Vietnam Administration of
Seas and Islands; facilities for international cooperation and research on
marine plastic waste; facilities for storage and preservation of specimens of
and research on marine and island natural resources and environments of Central
Vietnam and the Mekong delta.
5. Provide more technical
equipment for general management of natural resources and protection of marine
and island environments of coastal provinces and central-affiliated cities.
6. Diversify forms of
cooperation between private and public sectors and between domestic and foreign
sectors to enhance capacity for marine environmental monitoring, investigation,
surveys, scientific research, control and protection.
7. Promote cooperation between
coastal local governments, central authorities and ministries in task and
project performance to ensure information and data sharing; cooperate in
performance of tasks and projects of this Program with maximum capacity,
experience and equipment.

III. FUNDING
This Program shall be funded by state budget, ODA
loans, non-refundable aid from other countries and other legal funding sources
as prescribed by law.

- Perform assigned tasks and
projects according to regulations of the Law on Public Investment, Law on State
Budget and relevant legislative documents, ensuring that this Program is on
schedule.
- Take charge and cooperate
with relevant regulatory bodies in inspecting Program implementation and
submitting annual consolidated reports on such implementation to the Prime
Minister.
4. Ministry of Finance shall
allocate adequate state funding for Program implementation as per regulations.
5. Ministry of Science and
Technology shall balance funds for science and technology to perform science
and technology tasks and projects of this Program according to its schedule.
6. People’s Committees of
coastal provinces and central-affiliated cities shall perform assigned tasks
and projects according to regulations of the Law on Public Investment, Law on
State Budget and relevant legislative documents, ensuring that this Program is
on schedule.
Article 2. This Decision takes effect from
the date on which it is signed.
Article 3. Ministers, heads of
ministerial-level agencies, heads of Governmental agencies and Chairpersons of
People’s Committees of provinces and central-affiliated cities shall implement
this Decision./.
