APPROVING
"THE MASTER PLAN FOR DEVELOPMENT OF CON DAO NATIONAL TOURIST RESORT, BA RIA
- VUNGTAU PROVINCE THROUGH 2030"
THE PRIME MINISTER
Pursuant to the Law on Government organization
dated December 25, 2001;
Pursuant to the Law on Tourism dated June 14,
2995;
Pursuant to the Government’s Decree No. 92/2006
/ ND-CP dated September 7, 2006 and the Government's Decree No 04/2008 / ND-CP
dated January 11, 2008 amending and supplementing a number of articles of the
Government’s Decree No. 92/2006 / ND-CP dated September 7, 2006 on the formulation,
approval and management of the master plan of socio-economic development;
Pursuant to the Government’s Decree No. 92/2007
/ ND-CP dated June 1, 2007 and the Government's Decree No 180/2013/NĐ-CP dated
November 14, 2013 amending and supplementing a number of articles of the
Government’s Decree No. 92/2007 / ND-CP dated June 1, 2007 detailing the
implementation of a number of articles of the Law on Tourism;
Pursuant to the Government’s Decree No. 18/2015
/ ND-CP dated February 14, 2015 regulating environmental protection planning,
strategic environment assessment, environmental impact assessment, and
environmental protection plan;

HEREBY DECIDES:
Article 1. To approve the "master Plan for development of Con Dao
national tourist resort in Ba Ria - Vung Tau province (hereinafter referred to
as Con Dao national tourist resort) through 2030" with the following
contents:
1. Location and role of Con Dao national tourist
resort
The planned area for the development of Con Dao
tourist resort is within the administrative boundary of Con Dao District, Ba
Ria - Vung Tau province, including 16 islands and islets with a total land area
of about 75,15km2 and a surface area calculated from inland waterway boundary
of Con Dao of about 14,000 km2.
- It is situated about 185 km from Vung Tau in the
South.
- It is situated about 250 km from Ho Chi Minh City
in the Southeast.
- It is situated about 83 km from Hau river
estuary.
The area that is expected to develop into a
national tourist resort is 1,000 hectares (10 km2).

b) To develop Con Dao national tourist resort based
on reasonable development of values of marine resources, forest resources of
Con Dao National Park; to promote the value of Con Dao special national historical relic Area. To give
priority to the development of eco-tourism, luxury resort, cultural -
historical - spiritual tourism, and to associate with international markets as
well as to enhance the competitiveness in tourism with other islands in Vietnam
and abroad.
c) To develop Con Dao national tourist resort in
order to create premises and impetus for the development of other manufacturing
and service sectors, to attract the participation of the communities on the
island; to associate with the development of Vung Tau City, Long Hai - Phuoc
Hai national tourist resort, other significant tourism potential of Ba Ria -
Vung Tau province in close association with Ho Chi Minh City and the entire
Southeast region.
d) To develop Con Dao national tourist resort in
order to remedy the seasonality in local tourism; to combine the development of
tourism with the preservation and promotion of the value of historical –
cultural remains, the protection of landscape, environment, ensuring national
defense and security; to contribute to the restructuring of the local economy
by increasing the density of the service- tourism areas.
3. Development objectives
General objectives
In 2020, Con Dao national tourist resort shall
basically meet the criteria of a National tourist Resort
In 2030, Con Dao shall become an island marine
ecology and cultural - historical – spiritual tourist resort which has high
quality of regional and international stature with a modern and synchronous
technical facility system; shall become a tourism product that has brand name,
high competitiveness, and traditional culture features associated with
promoting the values of Con Dao special national historical relic area;
shall be prepared the necessary conditions to become a tourist city.
b) Specific objectives
- Target of tourists: the target in 2020 shall be
over 180,000 tourist arrivals. In 2030, it shall be about 300,000 tourist
arrivals which includes approximately 120,000 international tourist arrivals
(40%).

- Target of tourist accommodation establishments:
The target in 2020 shall be over 1,000 hotel rooms. It shall reach about 1,800
hotel rooms in 2030.
- Target of jobs: The target in 2020 shall be about
5,200 workers who are created their jobs. It shall be about 8,000 workers who
are created their jobs in 2030.
4. Principal development orientations
a) Development of tourist market
- Focus on development of market of recreation
tourism, cultural- spiritual tourism, historical - revolutionary traditional
education tourism; Market of tourists from cities, major tourist centers such
as Hanoi, Ho Chi Minh City, Can Tho, Da Nang ...).
- Focus on attracting market of international
tourists from Japan, China, Korea, USA, Canada, Australia, New Zealand and in
some countries in Southeast Asia such as Singapore, Malaysia, Indonesia;
promote the attraction for market of tourists from Western Europe, Northern
Europe and Russia; focus on high-spending and long-stay tourists, market
segmentation of recreation tourism, nature discovery tourism, and maintain
tourists who learn about culture - history.
d) Development of tourism products
- Diversify tourism products based on specific
values of the culture, history and nature of Con Dao.
- Focus on the development of key tourism products
such as eco-tourism, marine recreation tourism; island sightseeing; natural
heritage experiences and historical - cultural – spiritual value discovery.

- Enhance the access to Con Dao national tourism
resort by both air and sea by upgrading Con Dao airport, operating more
domestic and international direct flights, upgrading the cruise ship port, and
increasing frequency of carrying passengers.
- Develop the ability to connect to tourist
attractions on the island, between Con Son town and islets; between Con Dao
national tourism resort and neighboring destinations in order to extend
passenger’s stay.
d) Improvement of the quality of the tourism
service- facility system
- Choose construction location of works, tourism
service facility in accordance with the space and development orientation of
each specific area as planned. Develop a system of tourism accommodation establishments
in accordance with the natural landscape and the development scale of Con Dao
national tourism resort, which gives priority to projects of 4-star or more
accommodation resorts with appropriate density.
- Improve the tourism service quality in accordance
with the development-investment orientation. Determine that sustainable tourism
and green tourism are the basic development orientations of Con Dao tourism.
- Improve the quality of ancillary services such
as: transport services, public hygiene, information support service for
tourists, and the utility ensuring environmental quality, security and safety
for tourists.
e) Organization of tourism development space
- The districts of Con Dao tourism development
include: Con Son Town Center; French Quarter in Con Son town; historic -
cultural – spiritual area; Ben Dam Port; pristine coastline; scenic coastline;
Con Dao mountainous region (including Con Dao national park) and the system of
islets.

+ Make a difference among the tourism districts of
Con Dao of which main points are marine ecology luxury resorts,
French-architecture old quarters, tourism service area in Con Son town and Ben
Dam, pristine coastline in the Northwest of the island, mountain peaks in Co
Ong area and scenic spots in the National Park.
- Tourist routes:
+ Develop internal tourist routes going from Con
Son town (or Con Dao national park) to points: Chim Chim cape – Co Ong –Dam Tre
Bay; Ong Dung Beach –Ong Cau Beach- Thanh Gia Mountain; Ca Map Cape –Ben Dam
Bay;
+ Develop trekking, cycling on Bay Canh island;
+ Organize and develop effectively cruise routes
connecting tourist spots difficult to access by road, connecting to small
islands in the system of Con Dao islands, including Trung Island, Ong Cuong
beach, Tre Lon Island, Ba Island (Ba Non cape bay, Dam Quoc Bay), Nhat beach,
Tai, Bay Canh, Cau …Island Cluster ;
+ Create inter-regional tourism routes (air and
sea) connecting Con Dao with Vung Tau City, Ho Chi Minh City, Da Nang - Thua
Thien - Hue, Can Tho, Phu Quoc Island ... to attract tourists;
+ Connect Con Dao with international tourism routes
by sea to major tourist centers in the Southeast Asian region and the world.
e) Management of national tourist resort
Establish the management board of Con Dao national
tourist resort in accordance with the Law on Tourism in order to manage
uniformly all development investments, preservation and promotion of the value
of the Con Dao special national historical relic area, protection of
environmental, protection and development of forests.

Effectively mobilize all resources to invest in
development of Con Dao national tourism resort, including the investment
support from the State budget, ODA, foreign direct investment (FDI), the
capital raised from the contributions from enterprises, economic sectors in
Vietnam and other lawfully mobilized capital; give priority to attract
investment in the functional areas under the Master plan; capital mobilized
from economic sectors is essential.
Promote, advertise and develop the tourism
trademarks of tourism, develop human resource of conservation, restoration and
promotion of Con Dao special national historical relic area based on the annual
balance, investment capital from the State budget which covers partly the
technical infrastructure investment of functional areas
5. Solution for implementation of the Master plan
a) Solutions for the master plan and management of
the master plan
- Review and adjust the overall master plan,
detailed master plan of functional areas and the component projects of Con Dao
national tourism resort; Issue Regulations on management of Con Dao national
tourism resort.
- Manage the investment in development of Con Dao
national tourism resort in accordance with the approved master plans and
investment projects.
b) Investment Solutions
- Study, request for amendments, or issue a number
of special preferential policies for development of Con Dao tourism.
- Develop programs for investment promotion and
attract large-scale investments; focus on high quality resort projects,
ecolodges and eco-tourism, historical - cultural – spiritual tourism .

c) Solutions for development of human resources
- Enhance the training, retraining, and development
of human resources, focus on the management staff, higher professional
employees; support training to convert labors who work in agriculture field
into working in tourism service field.
- Study and apply measures to attract professional
and skilled workforce; hire domestic and international experts to hold key
positions.
d) Solutions for advertising and developing the
trademark of the tourist resort
- Develop and implement the plan for promoting and
advertising Con Dao national tourism resort in the general plan for promoting
and advertising tourism of Ba Ria - Vung Tau province and the Southeast;
formulate the separate plan for promoting and advertising each market
segmentation.
- Build a logo of Con Dao tourism; create a unique
and specific trade name for Con Dao national tourism resort.
- Build a website in order to advertise Con Dao
tourism.
dd) solutions for cooperation, association in
tourism development
- Enhance the association of investment in tourism
with other sectors and fields in order to solve the problems relating to the
management of tourism development such as: investment in product development,
promotion and advertising of tourism, environmental protection, development of
tourism resources, management and use of land, infrastructure, ensuring national
defense and security.

e) Solutions for protection of natural resources
and environment, response to climate change and ensuring national defense and
security
- Determine specifically ecotourism routes and
apply strictly regulations to ecotourism activities in the protected space
under the regulating scope on management of relics and specialized forests.
- Seriously implement measures to protect the
environment in accordance with the Law on Environmental Protection; encourage
environmentally friendly tourism products; increase investment in the
protection and development of forests; protect and develop indigenous genetic
resources at the botanical garden.
- Conserve and restore cultural– historic relics,
revolutionary - historical relics in accordance with the legislation on
cultural heritage.
- Formulate the plan for environmental management
for Con Dao national tourist resort, including the increase of using renewable
energy, reusing water resources, raw materials ...; build and operate
efficiently the environmental infrastructure system of Con Dao national tourist
resort and raise environmental awareness.
- Study and apply the most economical use
technology of non-renewable sources of energy and fresh water; increase the use
of renewable energy sources in the tourism service facilities. Encourage the
use of means of transport that cause less environmental pollution.
- Assess the impact of climate change on investment
projects in the review process for project approval. Apply the designs in
accordance with the climate change and sea level rise for coastal projects.
Issue the document "Guidelines for sustainable development for
construction works" including the rules of architectural design and use of
building materials, use of energy and fresh water, system of recycling, reuse,
ventilation, natural lighting ...
- Orient all investment projects in Con Dao area
towards ensuring the objective in which socio-economic development is combined
with strengthening national defense and security, social order and safety.
- Inspect and strictly monitor sightseeing, tourism
activities in the national park; enhance the development of tourism activities
outside the national park boundary.

1. The Ministry of Culture, Sports and Tourism:
a) Assist People’s Committee of Ba Ria - Vung Tau
province in the establishment of the Management Board of National Tourism
Resort as well as in the assessment of projects of planning and investment
within the national tourist resort or other projects that have a major impact
on Con Dao national tourist resort.
b) Cooperate with the Ministry of Planning and
Investment, the State Bank of Vietnam to assist People’s Committee of Ba Ria -
Vung Tau province in socialization of investment in tourism and calling for
investment in Con Dao tourism development.
c) Take charge along with the People's Committee of
Ba Ria - Vung Tau province, and cooperate with relevant Ministries to assess
the application for design, planning, and investment projects that have a major
impact on Con Dao national tourist resort and the protected area of Con Dao
special national historical relic area.
d) Take charge and cooperate with relevant
Ministries to assist the inspection of the implementation of the master Plan.
2. The Ministry of Planning and Investment, the
Ministry of Finance shall summarize and balance the funding covered partly in
order to implement of the master Plan under the provisions of the Law on the
State budget and relevant documents.
3. Relevant Ministries, departments shall cooperate
with the Ministry of Culture, Sports and Tourism, the People’s Committee of Ba
Ria - Vung Tau province in the implementation of the master Plan within their
assigned functions and tasks.
4. People’s Committee of Ba Ria - Vung Tau
province:
a) Publicize the master Plan; Formulate the plan
for implementation; regularly inspect and monitor; Sum up every 5 years and
summarize every 15 years the implementation of the master Plan in order to
submit petition to the competent authorities for contents that need to be
adjusted and supplemented in the course of implementation of the master Plan.

c) Review and improve mechanisms and policies to
encourage, incentivize investment,
including giving priority to strategic investors to invest in Con Dao national
tourist resort.
d) Prepare the overall master plan of the tourist
resort, the detailed master plan and feasible projects for some important
functional areas in order to attract and call for investment.
dd) Take charge and cooperate with the Ministry of
Culture, Sports and Tourism, the Ministry of Planning and Investment, the State
Bank of Vietnam to organize activities to call for investment based on the List
of priority projects enclosed with this Decision.
Based on the actual situation of implementation of
the master Plan, the People's Committee of Ba Ria - Vung Tau Province and the
Ministry of Culture, Sports and Tourism may agree to adjust names, decide to
add or reduce the projects.
e) Actively allocate funds from local budgets for
the development of technical infrastructure, urban infrastructure and
environmental infrastructure of the tourist resort; combine the investment in
tourism with the investment in other fields; promote the investment in tourism.
Article 3. This Decision takes effect after its signing.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of
Governmental agencies, heads of relevant agencies and organizations, and
President of the People’s Committee of Ba Ria - Vung Tau shall be responsible
for the implementation of this Decision. /.
