Pursuant to the Law on
Local Government Organization dated June 19, 2015;
Pursuant to the Law on
Prevention and Control of Infectious Diseases dated November 21, 2007;
Pursuant to the Prime
Minister’s Decision No. 447/QD-TTg dated April 01, 2020 on Covid-19 epidemic
declaration.
Pursuant to the Prime
Minister’s Directive No. 15/CT-TTg dated March 27, 2020 on climax stage in
COVID-19 control efforts;
Pursuant to the Prime Minister’s
Directive No. 16/CT-TTg dated March 31, 2020 on implementation urgent measures
for prevention and control of COVID-19;

At the request of the
Department of Health in Dispatch No. 1928/SYT-NVY dated April 04, 2020,
DECIDES:
Article 1. The Scoring System for assessment of Covid-19 infection
risk of enterprises in Ho Chi Minh City is promulgated together with Decision
Article 2. This Decision comes into force from the day on which it is
signed.
Article 3. Chief of Office of the People’s Committee of Ho Chi Minh
City, Director of Department of Health, Provincial Department of Labor, War
Invalids and Social Affairs, chiefs of management boards of export processing
zones and industrial zones in the city, chief of management board of Hi-tech
Zone of Ho Chi Minh City, chief of Food Safety Management Board of Ho Chi Minh
City, heads of relevant agencies, Presidents of the People’s Committees of
districts and communes, relevant organizations and individuals are responsible
for the implementation of this Decision./.

scale from 1 to 10):
1. Sub-index 1: Quantity of workers who work at the enterprise:
- Under 100 people: 1
point;
- 100 – 499 people: 2
point;
- 500 – 999 people: 5
point;
- 1000 – 4999 people: 7
point;
- 5000 people and above:
10 points.
2. Sub-index 2: Worker density in workshop (number of workers per m2
of workshop)

5. Sub-index 5: Number of workers having body temperature taken before
entering the workplace
- All workers having
their body temperature taken before entering the workplace: 1 point;
- There are one or some
workers who do not have their body temperature taken before entering the
workplace: 10 points.
6. Sub-index 6: Distance between workers in dining area:
- More than 2 m: 1 point;
- From 2 m to 1,5 m: 3
points;
- From under 1,5 m to 1
m: 6 points;
- From under 1 m to 0,5
m: 8 points;
- Under 0,5 m: 10 points.

1. Calculation of Infection risk index (IRI):
IRI = (Sub-index 1 +
Sub-index 2 + …. + Sub-index 10)/100.
2. If IRI is:
- 10%: Very low risk (the
enterprise may maintain business operation);
- Under 30%: Low risk of
infection (the enterprise may maintain business operation and shall carry out
periodic inspections to lower the highest sub-index);
- From 30% to under 50%:
Average risk of infection (the enterprise may maintain operation if no sub-index
is 7 or above);
- From 50% to under 50%:
High risk of infection (the enterprise must suspend operation until the score
is lowered);
- From 80% to 10%: Very
high risk of infection (the enterprise must suspend operation)./.
