CIRCULAR
ON AMENDMENTS TO SOME ARTICLES OF REGULATIONS ON
ORGANIZATION OF TRAINING AND ISSUANCE OF CERTIFICATES FOR ETHNIC MINORITY
LANGUAGES ATTACHED TO CIRCULAR NO. 09/2023/TT-BGDDT DATED APRIL 18, 2023 OF THE
MINISTER OF EDUCATION AND TRAINING
Pursuant to the Law on
Education No. 43/2019/QH14 (amended by the Law No. 123/2025/QH15);
Pursuant to Decree No.
37/2025/ND-CP dated February 26, 2025 of the Government on functions, tasks,
powers and organizational structure of the Ministry of Education and Training
of Vietnam;
Pursuant to Decree No.
82/2010/ND-CP dated July 15, 2010 of the Government on the teaching and
learning of spoken and written languages of ethnic minorities in general
education institutions and continuing education centers; and Decree No.
96/2025/ND-CP dated April 29, 2025 of the Government on amendments to some
articles of Decree No. 82/2010/ND-CP dated July 15, 2010 on the teaching and
learning of spoken and written languages of ethnic minorities in general
education institutions and continuing education centers.
Pursuant to Directive
No. 38/2004/CT-TTg dated November 9, 2004 of the Prime Minister on promotion of
training ethnic minority languages for cadres and civil servants working in
ethnic and mountainous areas;
Pursuant to Decision
No. 1753/QD-BGDDT dated June 27, 2025 of the Minister of Education and Training
on approval of the plan for reduction and simplification of 07 administrative
procedures related to production and business activities under the management
of the Ministry of Education and Training;
At the request of the
head of Authority for Educators and Education Administrators;

Article 1. Amendments
to Article 1
“1. This Circular
regulates the organization of training and issuance of certificates for ethnic
minority languages in accordance with training programs for ethnic minority
languages issued by the Ministry of Education and Training.
2. These regulations apply
to higher education institutions, colleges, continuing education centers, and
vocational - continuing education centers that organize training in ethnic
minority languages (hereinafter referred to as ethnic minority language
training institutions); Departments of Education and Training; relevant
organizations and individuals.”.
Article 2. Addition of
clauses 5 and 6 to Article 2
“5. The training and
issuance of certificates for ethnic minority language teachers shall be carried
out by higher education institutions and colleges that have teacher training
programs.
6. The training and
issuance of certificates for ethnic minority language shall be carried out by
higher education institutions, colleges, continuing education centers, and
vocational - continuing education centers”.
Article 3. Amendments
to some points and clauses of Article 3
1. Amendments to point a,
clause 1:
“a) The standard
qualification level for lecturers teaching ethnic minority languages at higher
education institutions and colleges shall comply with regulations of the
Government.”.

“b) Textbooks and
materials for training shall comply with the Program of the Ministry of
Education and Training.”.
3. Amendments to point a,
clause 2:
“a) The standard
qualification level for lecturers teaching ethnic minority languages continuing
education centers and vocational - continuing education centers shall comply
with regulations of the Government.”.
4. Amendments to point b,
clause 2:
“b) Textbooks and
materials for training shall comply with the Program of the Ministry of
Education and Training and be approved by competent authorities.”.
Article 4. Amendments
to some points and clauses of Article 5
1. Amendments to point b,
clause 1:
“b) Admission to ethnic
minority language refresher training courses: Vietnamese citizens who have a
need for learning ethnic minority languages; cadres, civil servants, public
employees, and officers and soldiers in the public security and military forces
working in ethnic minority and mountainous areas.”.

3. Amendments to point b,
clause 4:
“b) The final test shall
cover the knowledge and skills prescribed in training programs for ethnic
minority languages issued by the Ministry of Education and Training. The
duration of the final test for the training program for teachers of ethnic
minority languages is 120 minutes, and for the training program for ethnic
minority languages is 90 minutes. The test shall cover the four skills:
listening, speaking, reading and writing.”.
4. Amendments to point c,
clause 4:
“c) Higher education
institutions and colleges that organize training courses for ethnic minority
languages are responsible for organizing final exams for learners. Departments
of Education and Training shall take charge or assign qualified training institutions
to organize final exams for learners of training programs for ethnic minority
languages at continuing education centers and vocational - continuing education
centers under their management.”.
Article 5. Amendments
to point b, clause 3, Article 7
“c) Higher education
institutions and colleges qualified for provision of training programs shall
have the autonomy, and bear full responsibility for managing and issuing
certificates for ethnic minority language teachers and certificates for ethnic
minority languages to learners who have completed the corresponding training
programs.”.
Article 6. Amendments
to Article 8
“Article 8. Departments of
Education and Training
1. Advise province-level
People’s Committees on selecting ethnic minority languages to be trained in
provinces; inspect ethnic minority language training activities at training
institutions under their management.

3. Take charge of the
appraisal and approval of materials, management of the organization of ethnic
minority language training at continuing education centers and vocational -
continuing education centers in communes/provinces/cities; compile
materials, conduct examinations or assign qualified training institutions to do
so; issue certificates for training ethnic minority languages in accordance
with regulations on management of diplomas and certificates within the national
education system.”.
Article 7. Amendments
to Article 9
“Article 9. Ethnic
minority language training institutions
1. Higher education
institutions and colleges
- Based on training
programs for ethnic minority languages issued by the Ministry of Education and
Training, compile and appraise materials, develop enrollment plans, and
organize refresher training courses;
- Announce information
about enrollment plans and requirements for quality assurance as prescribed by
laws on websites of institutions or by other appropriate means; report to the
managing authorities and the Ministry of Education and Training before
implementation.
- Organize examinations
and issue certificates in accordance with applicable regulations on management
of diplomas and certificates within the national education system.
2. Continuing education
centers and vocational - continuing education centers
- Based on materials
approved by competent authorities, develop enrollment plans and organize
refresher training courses;

Article 8. Amendments
to clause 2, Article 11
“2. Higher education
institutions, colleges, continuing education centers, and vocational -
continuing education centers shall report training results for issuance of
certificates for ethnic minority languages to the Ministry of Education and
Training before December 30 annually.”.
Article 9. Annulment of
some points, clauses and articles of regulations on organization of training
and issuance of certificates for ethnic minority languages attached to Circular
No. 09/2023/TT-BGDDT dated April 18, 2023 of the Minister of Education and
Training
1. Point d, clause 1; and
point dd, clause 2, Article 3 are annulled;
2. Article 4 is annulled.
Article 10. Effect
1. This Circular comes
into force from January 22, 2026.
2. The following phrases
in some Circulars shall be annulled:
a) The phrases “assigned
by the Ministry of Education and Training” in clause 5, Section VI, and
“assigned by the Ministry of Education and Training for refresher training” in
clause 7, Section VI of the training program for Jrai language teachers, the
training program for Khmer language teachers, and the training program for
Hmong language teachers attached to Circular No. 19/2013/TT-BGDDT dated June 3,
2013 of the Minister of Education and Training;

c) The phrases “after
being assigned by the Ministry of Education and Training to provide refresher
training for Tai language teachers” in clause 3, Section VI of the training
program for Tai language teachers, and “after being assigned by the Ministry of
Education and Training to provide refresher training for M’Nong language
teachers” in clause 3, Section VI of the training program for M’Nong language
teachers in Circular No. 34/2015/TT-BGDDT dated December 30, 2015 of the
Minister of Education and Training;
d) The phrase “assigned
the task of providing refresher training for ethnic minority language teachers”
in clause 2, Article 6 of Circular No. 32/2021/TT-BGDDT dated November 22, 2021
of the Minister of Education and Training elaborating the implementation of
certain regulations of Decree No. 82/2010/ND-CP dated July 15, 2010 of the
Government on the teaching and learning of spoken and written languages of
ethnic minorities in general education institutions and continuing education
centers.
3. Training courses for
ethnic minority languages that commence before the effective date of this
Circular shall continue to be carried out in accordance with Circular No.
09/2023/TT-BGDDT dated April 18, 2023 of the Minister of Education and Training.
4. Presidents of People’s
Committees of provinces and cities; Directors of Departments of Education and
Training; heads of higher education institutions and colleges; heads of
relevant authorities, organizations and individuals are responsible for
implementing this Circular./.
