ĐẨY MẠNH THỰC HIỆN MỤC TIÊU GIẢM NGHÈO BỀN VỮNG ĐẾN NĂM 2020

Căn cứ Hiến pháp nước Cộng hòa xã hội chủ nghĩa Việt Nam;

Căn cứ Luật hoạt động giám sát của Quốc hội số 05/2003/QH11;

Căn cứ Nghị quyết số 47/2013/NQ-QH13 ngày 20 tháng 6 năm 2013 của Quốc hội về Chương trình hoạt động giám sát của Quốc hội năm 2014;

Trên cơ sở xem xét Báo cáo số 660/BC-UBTVQH13 ngày 19 tháng 5 năm 2014 của Ủy ban thường vụ Quốc hội về kết quả giám sát việc thực hiện chính sách, pháp luật về giảm nghèo giai đoạn 2005 - 2012 và ý kiến của các vị đại biểu Quốc hội,

QUYẾT NGHỊ:

Điều 1

Quốc hội cơ bản tán thành với Báo cáo giám sát của Ủy ban thường vụ Quốc hội về kết quả, hạn chế, nguyên nhân và bài học kinh nghiệm trong việc tổ chức thực hiện chính sách, pháp luật về giảm nghèo giai đoạn 2005 - 2012. Những thành tựu đạt được trong công tác giảm nghèo đã góp phần quan trọng thực hiện mục tiêu tăng trưởng kinh tế, bảo đảm an sinh xã hội, cải thiện đời sống của người dân, đặc biệt là ở vùng sâu, vùng xa, vùng đồng bào dân tộc thiểu số; tăng cường khối đại đoàn kết toàn dân, giữ vững an ninh chính trị, củng cố lòng tin của Nhân dân với Đảng, Nhà nước, nâng cao hình ảnh của Việt Nam đối với thế giới.

Tuy nhiên, kết quả thực hiện chính sách giảm nghèo chưa thật bền vững; tỷ lệ hộ nghèo trong đồng bào dân tộc thiểu số, vùng sâu, vùng xa, vùng có điều kiện kinh tế - xã hội khó khăn và vùng có điều kiện kinh tế - xã hội đặc biệt khó khăn còn cao; khoảng cách giàu nghèo có xu hướng gia tăng; vẫn còn tồn tại tình trạng trông chờ, ỷ lại vào chính sách hỗ trợ của Nhà nước; việc lồng ghép chính sách, cân đối nguồn lực và công tác quản lý, điều hành thực hiện chính sách giảm nghèo còn hạn chế.

Điều 2

Để đạt được mục tiêu giảm nghèo bền vững đến năm 2020, Chính phủ thực hiện các nhiệm vụ sau đây:

1. Năm 2015:

a) Đạt mục tiêu giảm nghèo theo Nghị quyết số 10/2011/QH13 của Quốc hội, giảm tỷ lệ hộ nghèo trong cả nước còn dưới 5%, các huyện nghèo còn dưới 30%;

b) Hoàn thành việc rà soát các văn bản quy phạm pháp luật liên quan đến chính sách giảm nghèo và sắp xếp, điều chỉnh theo hướng tập trung chính sách, nguồn lực, khắc phục sự chồng chéo, trùng lắp;

c) Tổng kết, đánh giá kết quả thực hiện Chương trình mục tiêu quốc gia giảm nghèo giai đoạn 2011 - 2015 đồng bộ với các chương trình mục tiêu quốc gia khác làm cơ sở để lồng ghép các Chương trình mục tiêu quốc gia giai đoạn 2016-2020;

d) Xây dựng chuẩn nghèo mới theo phương pháp tiếp cận đa chiều nhằm bảo đảm mức sống tối thiểu và tiếp cận các dịch vụ xã hội cơ bản; hoàn thiện tiêu chí phân loại và quy trình xác định đối tượng, địa bàn nghèo. Điều tra, phân loại và công bố tỷ lệ hộ nghèo, cận nghèo theo chuẩn nghèo mới;

đ) Đổi mới có hiệu quả cơ chế điều hành, chủ trì, phân công, phân cấp, phối hợp trong công tác giảm nghèo.

2. Giai đoạn 2016 - 2020:

a) Đạt mục tiêu giảm nghèo theo Nghị quyết 5 năm (2016-2020) của Quốc hội, hạn chế thấp nhất tình trạng tái nghèo;

b) Tăng nguồn lực đầu tư và cân đối nguồn lực trung hạn của Nhà nước cho các chính sách, chương trình giảm nghèo; lựa chọn chính sách để ưu tiên phân bổ, sử dụng hợp lý, hiệu quả nguồn lực; bảo đảm lồng ghép chính sách và nguồn lực có hiệu quả. Thúc đẩy việc kết nối phát triển kinh tế - xã hội giữa vùng khó khăn với vùng phát triển. Thực hiện chính sách ưu đãi về đất đai, thuế, tín dụng, hỗ trợ thị trường phù hợp đặc điểm vùng nhằm thu hút doanh nghiệp, nhất là các doanh nghiệp nhỏ và vừa đầu tư, phát triển sản xuất kinh doanh và cơ sở hạ tầng, đào tạo nghề, giải quyết việc làm cho lao động tại chỗ, nâng cao khả năng sản xuất hàng hóa gắn với thị trường tại các địa bàn nghèo, địa bàn khó khăn, địa bàn có đông đồng bào dân tộc thiểu số. Kết hợp chặt chẽ giữa chính sách giảm nghèo với phát triển kinh tế - xã hội và quốc phòng, an ninh;

c) Thực hiện chính sách hỗ trợ có điều kiện gắn với đối tượng, địa bàn và thời hạn thụ hưởng nhằm tăng cơ hội tiếp cận chính sách và khuyến khích sự tích cực, chủ động tham gia của người nghèo. Duy trì, bổ sung một số chính sách hỗ trợ phù hợp đối với hộ mới thoát nghèo, hộ cận nghèo;

d) Tăng nguồn vốn tín dụng ưu đãi cho hộ nghèo, hộ cận nghèo; điều chỉnh đối tượng, mức vay, lãi suất, thời hạn cho vay phù hợp gắn với chính sách khuyến nông, khuyến công, khuyến lâm, khuyến ngư, chuyển giao khoa học kỹ thuật, xây dựng, nhân rộng mô hình thoát nghèo gắn kết với cộng đồng dân cư trên địa bàn;

đ) Ưu tiên nguồn lực đầu tư cơ sở hạ tầng và phát triển, nâng cao chất lượng nguồn nhân lực cho vùng đồng bào dân tộc thiểu số, huyện nghèo, xã nghèo, xã biên giới, xã an toàn khu, xã, thôn, bản đặc biệt khó khăn, vùng bãi ngang ven biển, hải đảo. Giải quyết cơ bản tình trạng hộ đồng bào dân tộc thiểu số không có đất ở và giải quyết đất sản xuất hoặc chuyển đổi nghề cho ít nhất 80% hộ đồng bào dân tộc thiểu số nghèo và hộ nghèo ở xã, thôn, bản đặc biệt khó khăn đang thiếu đất sản xuất; kết hợp đào tạo nghề gắn với giải quyết việc làm, tăng thu nhập cho hộ đồng bào dân tộc thiểu số nghèo chưa được hỗ trợ đất sản xuất, đồng thời có chính sách giải quyết tình trạng di dân không theo quy hoạch ở một số địa phương;

e) Nâng cao chất lượng phổ cập giáo dục và tỷ lệ đào tạo nghề khu vực nông thôn, đồng bào dân tộc thiểu số; phân luồng, đào tạo nghề hợp lý, hiệu quả; duy trì các chính sách hỗ trợ cho học sinh, sinh viên thuộc hộ nghèo, hộ cận nghèo; nâng cao tỷ lệ học sinh đi học đúng độ tuổi ở địa bàn khó khăn, đặc biệt khó khăn; phát triển các trường phổ thông dân tộc nội trú, phổ thông dân tộc bán trú với quy mô phù hợp; đổi mới và nâng cao hiệu quả công tác đào tạo cử tuyển gắn với sử dụng;

g) Bảo đảm ít nhất 90% hộ cận nghèo tham gia bảo hiểm y tế; 70% xã đạt tiêu chí quốc gia về y tế, trên 90% trạm y tế cấp xã có đủ điều kiện khám bệnh, chữa bệnh bảo hiểm y tế; điều chỉnh cơ cấu đầu tư cho lĩnh vực chăm sóc sức khỏe và chính sách bảo hiểm y tế để bảo đảm tăng cơ hội tiếp cận các dịch vụ y tế, chăm sóc sức khỏe cho người nghèo, người cận nghèo;

h) Tăng cường công tác quản lý nhà nước; hoàn thiện cơ chế điều hành, phân công đầu mối chịu trách nhiệm chính, phân cấp đầy đủ nhiệm vụ và quyền hạn cụ thể cho địa phương; cải cách thủ tục hành chính và phương thức để người dân, cộng đồng tham gia và tiếp cận chính sách giảm nghèo; đẩy mạnh công tác tuyên truyền, giáo dục nâng cao ý thức tự vươn lên thoát nghèo.

3. Định kỳ 2 năm, Chính phủ báo cáo Quốc hội kết quả thực hiện Nghị quyết này.

Điều 3

Hội đồng nhân dân các cấp trong phạm vi nhiệm vụ, quyền hạn của mình có trách nhiệm xây dựng và ban hành chính sách, phân bổ nguồn lực và giám sát việc thực hiện chính sách giảm nghèo tại địa phương.

Ủy ban nhân dân các cấp chịu trách nhiệm toàn diện trong việc thực hiện chính sách, pháp luật về giảm nghèo, xây dựng giải pháp, mô hình phù hợp với địa bàn; tăng cường công tác thanh tra, kiểm tra, xử lý vi phạm; phát huy dân chủ, công khai, minh bạch; nâng cao năng lực của chính quyền cơ sở và cán bộ trực tiếp làm công tác giảm nghèo.

Điều 4

Mặt trận Tổ quốc Việt Nam và các tổ chức thành viên của Mặt trận tiếp tục phát huy vai trò giám sát, làm nòng cốt vận động sự tham gia của tổ chức trong và ngoài nước, doanh nghiệp và cộng đồng dân cư, cá nhân trong việc thực hiện mục tiêu giảm nghèo bền vững.

Điều 5

Ủy ban thường vụ Quốc hội, Hội đồng dân tộc, các Ủy ban của Quốc hội, Đoàn đại biểu Quốc hội, đại biểu Quốc hội trong phạm vi nhiệm vụ, quyền hạn của mình giám sát việc thực hiện Nghị quyết này.

Nghị quyết này đã được Quốc hội nước Cộng hòa xã hội chủ nghĩa Việt Nam khóa XIII, kỳ họp thứ 7 thông qua ngày 24 tháng 6 năm 2014.

RESOLUTION

ON THE ACHIEVEMENT OF THE SUSTAINABLE POVERTY REDUCTION GOAL BY 2020 THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to Law No. 05/2003/QH11 on Supervisory Activities of the National Assembly;

Pursuant to the National Assembly’s Resolution No. 47/2013/NQ-QH13 of June 20, 2013, on the 2014 Program on supervisory activities of the National Assembly;

After examining the National Assembly Standing Committee’s Report No. 660/BC- UBTVQH13 of May 19, 2014, on results of the supervision of the policies and law on poverty reduction implemented during 2005-2012 and opinions of the National Assembly s deputies;

RESOLVES:

Articles 1.

However, results of the implementation of the poverty reduction policies remain unsustainable; the rate of poor households in ethnic minority, deep-lying and remote areas and areas with difficult or extremely difficult socio-economic conditions remains high; the rich-poor gap tends to widen; the local psychology of reliance on state supports still exists; the integration of policies, balance of resources and management of the implementation of the poverty reduction policies remain unsatisfactory.

Article 2.

To achieve the sustainable poverty reduction goal by 2020, the Government will perform the following tasks:

1. By 2015:

a/ To achieve the poverty reduction goal under the National Assembly’s Resolution No. 10/2011/QH13, and reduce the rate of poor households and that of poor districts nationwide to under 5% and under 30% respectively;

b/ To complete the review of the legal documents concerning the poverty reduction policies, restructure and adjust these policies toward more focused policies and resources to redress overlapping;

c/ To review and evaluate results of the implementation of the national target program on poverty reduction during 2011-2015 in conformity with other national target programs as a ground for integration of national target programs during 2016-2020;

d/ To elaborate a new poverty line by the multidimensional approaching method aimed to ensure the minimum living standards and access to basic social services; to finalize the criteria for classification and the process of identification of poor subjects and localities. To survey, classify and publicize the rate of poor households and households living just above the new poverty line;

dd/ To effectively renew the mechanism of management, assumption of the prime responsibility, assignment of tasks, decentralization of powers and coordination in the work of poverty reduction.

a/ To achieve the poverty reduction goal under the five-year (2016-2020) National Assembly’s Resolution, minimizing poverty relapse;

b/ To increase investment resources and balance state medium-term resources for poverty reduction policies and programs; to select policies to ensure prioritized allocation and rational and effective use of resources; to ensure effective integration of policies and resources. To promote the socio-economic development connection between the difficult areas and developed areas. To implement land, tax, credit and market support incentive policies suitable to regional characteristics in order to attract enterprises, especially small- and medium-sized enterprises, to invest in and develop production and business operation and infrastructure facilities, provide job training and employment for local labor, increase the capacity of goods production to meet market demand in poor localities, localities with difficult conditions and localities inhabited by large number of ethnic minorities. To closely combine the poverty reduction policies with policies on socio-economic development and national defense and security maintenance;

c/ To implement conditional support policies toward eligible subjects, localities and enjoyment duration aiming to increase the opportunity of benefiting from policies and encourage the active and positive participation of the poor. To maintain and add some appropriate support policies for households living just above the poverty line;

d/ To increase preferential credit loans for poor households and households living just above the poverty line; to adjust eligible subjects, lending amounts, interests and terms to be conformable with agricultural, industrial, forestry and fishery extension policies, transfer sciences and technologies, develop and propagate poverty escape models based on local population communities;

dd/ To supply more human resources for building infrastructure, develop and improve quality of human resources for ethnic minority areas, poor districts, poor communes, border communes, former safety zone communes, communes, villages and mountainous villages with extremely difficult conditions, coastal and island areas. To basically put an end to the situation that ethnic minority households have no residential land, provide production land or transfer jobs to at least 80% of poor ethnic minority households and households in communes, villages and mountainous villages with extremely difficult conditions and lacking production land; to combine job training with employment, increase incomes for poor ethnic minority households which not yet received production land support, and concurrently adopt policies to address the unplanned migration in some localities;

e/ To raise the quality of the educational universalization and the rate of professionally trained laborers in rural and ethnic minority areas; to classify laborers and provide with rational and effective job training; to maintain policies on support for pupils and students from poor households and households living just above the poverty line; to increase the rate of pupils attending schools at the right age in localities with difficult and extremely difficult conditions; to develop boarding and semi-boarding general education schools for ethnic minority people of appropriate size; to reform and improve the effectiveness of the appointment-based enrollment based on employment demands;

g/ To ensure at least 90% of households living just above the poverty line participating in health insurance; 70% of communes achieving the national health targets; more than 90% of commune-level health stations satisfying conditions for providing medical examination and treatment covered by health insurance; to adjust the structure of investment in health care and the health insurance policies in order to provide greater access to medical services and health care for poor people and people living just above the poverty line;

h/ To enhance the state management; to complete the management mechanism, identify focal points to assume the prime responsibility and fully decentralize tasks and powers among local administrations; to reform administrative procedures and methods for local people and communities to participate in and access the poverty reduction policies; to step up the dissemination and education of policies in order to improve the people’s sense of self-reliance to escape poverty.

3. Once every 2 years, the Government shall report on results of the implementation of this Resolution to the National Assembly.

The People’s Councils at all levels shall, within the ambit of their tasks and powers, elaborate and promulgate policies, allocate resources and supervise the implementation of the poverty reduction policies in their localities.

The People’s Committees at all levels shall take the full responsibility for implementing the policies and law on poverty reduction, devising solutions and models suitable to their localities; enhance the inspection, examination and handling of violations; promote democracy, publicity and transparency; raise the capacity of grassroots administrations and officers in charge of poverty reduction.

Article 4.

The Vietnam Fatherland Front and its member organizations shall further promote their role as supervisors and act as the core in mobilizing the participation of domestic and overseas organizations, enterprises, population community and individuals in the achievement of the sustainable poverty reduction goal.

Article 5.

The National Assembly Standing Committee, the Council of Ethnic Minorities, Committees of the National Assembly, National Assembly deputies’ delegations and deputies shall, within the ambit of tasks and powers, supervise the implementation of this Resolution.

This Resolution was adopted by the XIII^th National Assembly of the Socialist Republic of Vietnam on June 24, 2014, at its 7^th session.-
