DECISION
PROMULGATING THE DETAILED LIST OF PROGRAMS AND PROJECTS ENTITLED
TO THE STATE'S DEVELOPMENT INVESTMENT CREDIT LOANS
THE MINISTER OF FINANCE
Pursuant to the Law
on Organization of the Government of September 30, 1992;
Pursuant to the Government's Decree No. 77/2003/ND-CP of July 1, 2003 defining the
functions, tasks, powers and organizational structure of the Ministry of
Finance;
Pursuant to the Government's Decree No. 106/2004/ND-CP of April 1, 2004 on the
State's development investment credits;
Based on the Prime Minister's directing opinions in the Government Office's
Document No. 2957/VPCP-KTTH of June 11, 2004;
At the proposal of the director of the Department for Finance of Banks and
Financial Institutions,
DECIDES:
Article 1.- This Decision prescribes the detailed list of programs and
projects entitled to the State's development investment credit loans.
The detailed list of
programs and projects entitled to the State's development investment credit
loans uniformly applies as from the effective date of the Government's Decree
No. 106/2004/ND-CP of April 1, 2004 on the State's development investment
credits.
Article 2.- Investment projects on the above-said list which have
demands for loans and fully meet the prescribed conditions shall all be
considered for the State's development investment credit loans from the
Development Assistance Fund.

Article 4.- This Decision takes implementation effect 15 days after
its publication in the Official Gazette.
The Chairman of the
Management Board and the General Director of the Development Assistance Fund as
well as the director of the Department for Finance of Banks and Financial
Institutions shall have to implement this Decision.

products from the projects on planting raw-material forests

meeting with socio- economic difficulties according to the Governments Lists
B and C guiding the implementation of the Domestic Investment Promotion Law
(amended), hereinafter called geographical areas B and C for short

purebred herds and nucleus herds, in association with production and trading
of hi-tech merchandise breeds.
- Poultry breeds:
purebred, grand-parental and parental lines, in association with production
and trading of hi-tech merchandise breeds.
- Varieties of fruit,
food, industrial and forestry trees: first-line, super-pure, pure and
parental trees, in association with production and trading of hi-tech
merchandise varieties.
- Aquatic and
fishery breeds: production and trading of parental lines and fry, hatching, nursing,
production and trading of breeds for hi-tech culture of aquatic and marine
species.
