Female workers in Vietnam to be periodically screened for cervical cancer

On May 5, 2023, the Ministry of Health of Vietnam promulgated Circular No. 09/2023/TT-BYT on amendments to Circular No. 14/2013/TT-BYT dated May 6, 2013.

According to the Circular, female workers are eligible for obstetric and gynecological examination during their periodic health checkups according to the list prescribed in Appendix 3b, including:

(i) Gynecological examination:

- Lower abdomen and groin examination.

- External examination of the vulva.

- Speculum examination combined with naked-eye observation of the cervix.

- Bimanual vaginal examination (two-handed).

- Bimanual palpation of the rectum (two-handed).

Attention:

+ Speculum examination combined with naked-eye observation of the cervix and bimanual vaginal examination shall only be performed if it is possible to access the vagina of the female worker who has given her consent after receiving advice from medical staff.

+ Bimanual palpation of the rectum shall only be performed if vaginal access is unavailable or it is necessary for further assessment due to specific medical conditions and the female worker grants her consent after receiving advice from medical staff.  

(ii) Cervical screening for early detection of cervical lesions, which is performed by using at least one of the following techniques:

- Visual Inspection with Acetic Acid (VIA test).

- Visual Inspection with Lugol’s Iodine (VILI test).

- Pap test.

- HPV test.

Attention: Cervical screening shall only be if it is possible to access the vagina of the female worker who has given her consent after receiving advice from medical staff; the screening shall be performed following the professional guidelines of the Ministry of Health of Vietnam.

(iii) Breast cancer screening for early detection of breast lesions, which is performed by using at least one of the following techniques:

- Clinical breast examination.

- Bilateral breast ultrasound.

- Mammography.

(iv) Uterine adnexal ultrasound (only performed when prescribed by a doctor)
