According to the Decree, several chemicals have been added to the List of Conditional Industrial Chemicals as follows: (names of chemicals in Vietnamese with HS codes for references)
- Amoniac (khan): 28141000; Axetylen: 29012910; Clo: 28011000; Flo: 28013000;
- Hydro: 28041000; Hydro florua: 28111100; Hydro sunphua: 28111990;
- Lưu huỳnh dioxit: 28112920; Axit nitric: 28080000; Photpho (trắng, vàng, đỏ): 28047000.
* Group 1 industrial precursor chemicals:
- Cyclopentyl bromua: 29033990; Cyclopentyl clorua: 29038900; Cyclopentyl magie bromua: 29319090;
- o-cloro benzo nitril (2-cloro benzo nitril): 29269000; o-Bromo benzo nitril (2-Bromo benzo nitril): 29269000; Propiophenon: 29143900.
Additionally, cases not subject to the issuance of certificates of eligibility for producing and trading conditional industrial chemicals have also been added:
- Activities of diluting and mixing chemicals to put into use and produce other products and goods of organizations and individuals that do not have any chemical reaction forming conditional industrial chemicals.
- The chemical composition in a mixture of substances included in the List of Conditional Industrial Chemicals has a content of less than 0,1%.
Decree No. 82/2022/ND-CP of Vietnam comes into force as of December 22, 2022; Clause 14 Article 1 of Decree No. 82/2022/ND-CP on amendments to Article 27 of Decree No. 113/2017/ND-CP of Vietnam comes into force one year after December 22, 2022.
