According to this Circular, the roadmap for application of QCVN 2:2021/BKHCN is as follows:
- From January 1, 2021, imported and domestically-made helmets for motorcycle and moped users must meet the regulations set forth in QCVN 2:2021/BKHCN before obtaining marketing authorization.
- Organizations and individuals manufacturing and importing helmets for motorcycle and moped users will be encouraged to implement regulations laid down in QCVN 2:2021/BKHCN as from August 1, 2021.
In addition, if helmets for motorcycle and moped users domestically manufactured and imported have obtained certificates of conformity and declarations of conformity according to the regulations laid down in QCVN 02:2008/BKHCN annexed to the Decision 04/2008/QD-BKHCN dated April 28, 2008 and marketing authorization before January 1, 2024, then:
They will continue to obtain marketing authorization till end of December 31, 2024.
Circular No. 04/2021/TT-BKHCN is entering into force as of August 1, 2021, replacing the Decision No.04/2008/QD-BKHCN dated April 28, 2021 and Circular No. 02/2014/TT-BKHCN dated March 31, 2014.
