The Decision encloses the list of cities to be classified.
In order to classify cities on the list, People’s Committees of centrally-affiliated cities and provinces need to perform the following tasks:
- Imperatively conduct the review and classification of cities within their localities that meet the provisions of laws on urban classification and the national urban classification plan for the period of 2021-2030.
- The program for urban development and investment in urban development must set the urban classification criteria for newly established urban areas or those merged as new urban administrative units;
- Studying the plans for urban classification in the period of 2021-2030 within the respective localities, and integrating them into the provincial planning and the provincial urban development program.
If administrative units are planned to continue merging during the period of 2019 - 2021 and the period of 2022 – 2030, the new ones-to-be must be created according to the Urban Development Planning and Program, and such merger must be based on the reality and economic efficiency of each locality.
