In which cases are audio or video recording activities permitted at restricted areas of airports?

Ministry of Transport issues the Circular No. 41/2020/TT-BGTVT on amendments and supplements to the Circular No. 13/2019/TT-BGTVT elaborating on the Vietnam’s Program for airport security and airport security quality control.

According to this document, in order to enter restricted areas; security checkpoints at airports; office facilities of state regulatory authorities at airports to perform audio and video recording activities, written permission is required, except in the following cases:  

+ Audio or video recording of information and documents classified as state secrets must be subject to regulations on protection of state secrets;

+ Audio or video recording activities are allowed at departure lounges or waiting areas for claiming baggage which are not security check areas at airports;

+ State regulatory authorities and airport security forces acquire audio or video recordings to implement their assigned duties and responsibilities.

(Current regulations laid down in the Circular No. 13 prescribes that written permission is required in order to film or take photos at restricted areas or security check areas at airports, even though such act does not cause any threat to state secrets as per laws).   

Circular No. 41/2020/TT-BGTVT is entering into force as of March 15, 2021.
