Vietnam’s Circular No. 24/2026/TT-BNNMT elaborates on Clause 1 Article 7; Clause 2, Point a Clause 3 and Clause 4 Article 8; Clause 4 Article 9; Clause 1 Article 10; Clause 1 Article 13; Clauses 2 and 4 Article 14; Clause 1 Article 15; and Clause 3 Article 21 of Decree No. 110/2026/ND-CP.
According to the Circular, the responsibilities for recycling products and packaging and for collecting and treating waste of producers and importers are prescribed as follows:
(1) The financial contribution rate for a unit weight of products and packaging (Fs) is prescribed in Appendix I issued together with Circular No. 24/2026/TT-BNNMT.
(2) Forms for fulfilling product and packaging recycling responsibilities:
- Registration and declaration form for fulfillment of product and packaging recycling responsibilities by producers and importers, as prescribed in Form No. 01 of Appendix II issued together with Circular No. 24/2026/TT-BNNMT;
- Registration and declaration form for fulfillment of product and packaging recycling responsibilities by producers and importers, as prescribed in Form No. 02 of Appendix II issued together with Circular No. 24/2026/TT-BNNMT;
(3) Forms for fulfilling waste collection and treatment responsibilities:
Declaration form of the financial contribution to support waste treatment activities by producers and importers, as prescribed in Form No. 03 of Appendix II issued together with Circular No. 24/2026/TT-BNNMT.
Circular No. 24/2026/TT-BNNMT takes effect from the date of signing and annuls Article 78, Article 79, Appendix IX, and Appendix IXa issued together with Circular No. 02/2022/TT-BTNMT dated January 10, 2022.
Transitional provision of Circular No. 24/2026/TT-BNNMT: All bank deposit interest accrued up to December 31, 2025 shall be added to the funding for supporting product and packaging recycling activities and waste treatment activities for allocation in 2026 in accordance with Clauses 1 and 2 Article 4 of Circular No. 24/2026/TT-BNNMT.
