Honorary Consuls of S.R. Vietnam need to have financial resources

This is the highlight of the Circular No. 01/2020/TT-BNG regarding Honorary Consuls of the Socialist Republic of Vietnam.

According to the Circular, in order to be appointed as an Honorary Consul, the appointee must meet the following eligibility requirements:

- Being a Vietnamese citizen, a host country's citizen and a third country’s citizen;

- Being granted permanent residency in a host country;

- Earning public reputation and demonstrating his/her financial readiness;

- Ensuring no conviction is recorded in his/her criminal record;

- Having learned about Vietnam and the host country;

- Neither serving as a public officer, servant or employee working in the public service system of Vietnam or any other country, nor receiving wages or salaries from the state budget of Vietnam or any other country.

An Honorary Consul will be appointed by the Minister of Foreign Affairs to hold office for 3 years upon the request of a Head of a Diplomatic Mission of Vietnam in a host country or a country where it is granted dual accreditation or upon the request of the Director of the Department of Consular Affairs.

Circular No. 01/2020/TT-BNG is entering into force on March 23, 2020.
