Pursuant to this Circular, the scope of practice of medical practitioners already granted practice certificates includes:
- Preventive medicine physicians may examine, find and cure common diseases; provide primary care in community-based emergency situations;
- Commune-level physicians may participate in primary care or ordinary health care services in accordance with the Joint Circular No. 10/2015/TTLT-BYT-BNV dated May 27, 2015;
- Nurses, midwives and technicians may provide their respective services prescribed in the Joint Circular No. 26.
Traditional medicine doctors, practitioners, herbalists or persons owning home remedies or cures may provide services prescribed in other Circulars.
Circular No. 35/2019/TT-BYT is entering into force on March 1, 2020.
