Pursuant to the Circular, the delayed flight is the flight of which the actual departure time (from the time of airplane chock removal) is 15 minutes later than the proposed take-off time according to the reference flight schedule.
The reference flight schedule is the final version of the day flight schedule of an airline which is updated no later than 22:00 (Hanoi time) (15:00 UTC) of the date preceding the flight operation date, and is sent to:
- Airports Authorities, affiliated to Civil Aviation Authority of Vietnam;
- Air Traffic Management companies in relevant regions.
(The existing regulation prescribes that the reference flight schedule of an airline must be updated till 15:00 in the date preceding the date of operation of the planned flight).
Additionally, there will be no requirement that obligates the Civil Aviation Authority of Vietnam to approve the revocation of the certificate of registration of representation for foreign airlines requested by an enterprise.
The Circular No. 52/2018/TT-BGTVT is set to enter into force on December 1, 2018.
