QUYẾT ĐỊNH

CỦA THỦ TƯỚNG CHÍNH PHỦ SỐ 211/1999/QĐ-TTG NGÀY 28 THÁNG 10 NĂM 1999 VỀ LÃI SUẤT VAY VỐN TRỒNG RỪNG NGUYÊN LIỆU CÔNG NGHIỆP

Căn cứ Luật Tổ chức Chính phủ ngày 30 tháng 9 năm 1992;
Căn cứ Luật Bảo vệ và phát triển rừng ngày 19 tháng 8 năm 1991;
Căn cứ Quyết định số 661/1998/QĐ-TTg ngày 29 tháng 7 năm 1998;
Theo đề nghị của Bộ trưởng Bộ Nông nghiệp và Phát triển nông thôn.

QUYẾT ĐỊNH:

Điều 1. Quy định mức lãi suất cho vay vốn trồng rừng nguyên liệu công nghiệp là 0,81%/tháng để trồng rừng theo kế hoạch sản xuất năm 1999;

Từ ngày 01 tháng 01 năm 2000 thực hiện mức lãi suất vay vốn trồng rừng theo Nghị định số 43/1999/NĐ-CP ngày 29 tháng 6 năm 1999 về tín dụng đầu tư phát triển của Nhà nước.

Các tổ chức, hộ gia đình và cá nhân trồng rừng (gọi là chủ rừng) được vay vố theo chu kỳ kinh tế của cây trồng, khi khai thác rừng, chủ rừng trả cả vốn và lãi vay, không tính lãi gộp.

Điều 2. Chủ rừng được vay vốn từ quỹ hỗ trợ phát triển, các nguồn vốn tín dụng ưu đãi khác, vốn ODA của các nước, các tổ chức quốc tế và các nguồn vốn vay khác.

Điều 3. Quyết định này có hiệu lực sau 15 ngày kể từ ngày ký .

Bộ trưởng các Bộ: Kế hoạch và Đầu tư, Nông nghiệp và Phát triển nông thôn, Tài chính, Thống đốc Ngân hàng Nhà nước Việt Nam chịu trách nhiệm hướng dẫn thi hành Quyết định này.

DECISION

ON THE RATES OF INTEREST ON LOANS FOR INDUSTRIAL MATERIAL FOREST PLANTING

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Law on Forest Protection and Development of August 19, 1991;
Pursuant to Decision No. 661/1998/QD-TTg of the Prime Minister of July 29, 1998;
At the proposal of the Minister of Agriculture and Rural Development,

DECIDES:

Article 1.- To stipulate the rate of interest on loans for planting of the industrial material forests, which shall be 0.81%/month, for afforestation under the 1999 production plan.

To apply the interest rates on loans for afforestation as from January 1, 2000 according to Decree No. 43/1999/ND-CP of June 29, 1999 on the State’s development and investment credits.

Organizations, households and individuals engaged in afforestation (called forest owners) are entitled to borrow capital according to the plants’ economic cycles; when exploiting the forests, the forest owners shall have to pay both the loan principals and interests without accrued interests.

Article 3.- This Decision takes effect 15 days after its signing.

The Ministers of Planing and Investment; Agriculture and Rural Development as well as Finance, and the Governor of the State Bank of Vietnam shall have to implement this Decision.
