According to the Directive, during the new stage, to rapidly and sustainably develop industries of Vietnamese culture corresponding to the potential and advantage, bringing huge economic added value, contributing to the promotion and advertising of good and unique values of national culture and traditions, the Prime Minister of Vietnam requests:
(i) Ministries, ministerial agencies, and governmental agencies to:
- Disseminate and raise awareness of the position, role, importance, and value of cultural industries for the socio-economic development and advertising of Vietnamese culture; promote the responsibilities of heads of CPV committees and authorities in directing the development of cultural industries. Continue to implement the Strategy proactively in a targeted and focused manner.
- Proactively review, provide counseling, and request competent authorities to amend or promulgate or promulgate under their jurisdiction legal documents, mechanisms, and policies necessary for supporting, encouraging, and promoting the development of cultural industries in the subsequent time; prioritize policies on investment incentives, public-private partnerships, public property management, tax, credit access, intensification of the application of science and technology, establishment of database systems, promotion of administrative procedure reform in association with digital transformation, and review and simplification of business conditions to promote specific roles and resources from the enterprise communities, specialists, and innovative personnel.
(ii) Ministry of Information and Communications of Vietnam to take charge and cooperate with ministries, central and local authorities, and relevant agencies in:
- Proactively reviewing, supplementing, and requesting supplements to the mechanisms and policies on support for the development of software products and electronic games in cyberspace (in the field of entertainment games) imbued with Vietnamese identity and conformable with the development trend of the world. Promote the use of Vietnamese digital platforms to create cultural industry products.
- Accelerate digital transformation and establishment of online data systems for cultural industries.
- Accelerate the training and development of high-quality personnel in publishing, radio and television, software, and electronic games in cyberspace (in the field of entertainment games).
- Orient and direct press agencies to intensify the information, dissemination, and publishing of books introducing cultural industries (publishing printed and electronic products).
