Plan to implement the VHR Platform 2023
According to the Decision, to serve the people's health protection and care, the Minister of Health of Vietnam requests the implementation of the VHR Platform to achieve the following goals and progresses:
- Before June 1, 2023, ensure the infrastructure, implement the mapping system, convert FHIR Resource for the data on groups of basic information on health care, and provide a programming interface for data connection and sharing.
- Before April 30, 2023, issue documents on guidelines on the collection and update of basic information on health care to medical service facilities according to Decision No. 3074/QD-BYT dated November 11, 2022;
Direct 100% of medical service facilities in Vietnam to daily send the data on groups of basic information on health care to the National Database on Insurance as of May 1, 2023.
- Before June 1, 2023, establish an electronic health record database of the Ministry of Health of Vietnam, including a group of basic information on health care standardized according to HL7 FHIR standards;
Provide software modules for creating and updating information on personal health records and extracting report data for Departments of Health, district-level healthcare centers, and commune-level healthcare stations to use.
- Before June 1, 2023, complete the planning and user manual uniformly and synchronously and effectively utilize data on personal health records for software used at commune-level healthcare stations.
- In 2023, issue requirements and criteria and implement the integration of information systems of health record management of units, organizations, and enterprises to ensure uniform management, enriching data on personal health records.
The Ministry of Health of Vietnam shall organize the implementation of its affiliated medical service facilities
To achieve the goals and progresses mentioned above, the Ministry of Health of Vietnam requests its affiliated medical service facilities to:
- Implement this plan according to guidelines of the Information Technology Department (National Healthcare Information Center).
- Proactively develop and implement projects on the application of information and technology satisfying the requirements for VHR Platform implementation at the unit.
- Accelerate the application of electronic health records and establish an electronic health record database to ensure data connection and sharing on the VHR Platform.
