One of the new regulations is the supplement to the regulation on the simplified procedure for importing used technological lines, specifically:
- Enterprises may put goods into storage after submitting import dossiers and documents according to regulations and may only perform the import procedure at one custom clearance location.
- Enterprises shall submit inspection certificates to customs agencies within 12 months from the date of putting the first consignment into storage.
While the goods are in storage, enterprises may only install and operate technological lines to serve the inspection and shall not put them into production.
In case more time is needed for installation, operation, and inspection, within 30 days before the deadline, enterprises shall submit written requests for deadline extension (Form No. 3) with confirmation from assigned inspection organizations to the Ministry of Science and Technology of Vietnam and customs agencies where the import procedure is performed. The deadline may only be extended once for up to 6 months.
If inspection results fail to satisfy the prescribed requirements, enterprises shall be penalized for customs offences and are forced to re-export the goods.
- Within five working days after customs clearance is granted or rejected, enterprises shall submit reports to the Ministry of Science and Technology of Vietnam and the People's Committees of the provinces where the projects are implemented following Form No. 4.
