New regulation of Vietnam on alternative methods for household registration books when performing administrative procedures as of January 1, 2023

This is the content of Decree No. 104/2022/ND-CP dated December 21, 2022 on amendments to Decrees related to the submission and presentation of paper household registration books and temporary residence registers when performing administrative procedures or providing public services.

According to the Decree, from January 1, 2023, the requirement for submission or presentation of paper household registration books and temporary residence registers of administrative procedures and public services will be replaced by the utilization and use of information on the residence of citizens in the National Database on Population.

The utilization and use of information shall be performed by 1 of the following methods:

- Looking up and utilizing personal information via functions of the System of Information on ministerial and provincial Systems of Information on the Processing of Administrative Procedures connected to the National Database on Population or via the National Public Service Portal;

- Looking up personal information via electronic identification accounts of citizens displayed in the VNeID application;

- Using reader devices connected online to the National Database on Population, including QRCode readers or readers of chip-based citizen ID cards;

- Other specialized methods according to specialized regulations.  

In case of inability to utilize information on the residence of citizens following the mentioned methods, it is possible to request citizens to submit copies or present one of the valuable documents proving residence information, including:

Chip-based citizen ID cards, citizen ID cards, certificates of information on residence, and notices of personal identification number and citizen information in the National Database on Population.
