This Circular prescribes standards for admission of students in the higher education program and the level-7 specialized training program:
To be eligible for admission, students must graduate from upper secondary or equivalent education programs.
In addition, Circular No. 17/2021 prescribes admission standards for master and doctorate degree programs as follows:
- Standards for admission to the master degree program:
+ Students must graduate from higher education programs (or equivalent programs) in appropriate majors.
+ Attaining level 3 in the 6-level foreign language competency framework for Vietnam or equivalent levels;
+ For the research-oriented master degree education program, qualified candidates must be ranked good or higher, or must have their scientific researches relevant to their target fields of study published when graduating from the undergraduate education program.
- Standards for admission to the doctorate degree program:
+ Qualified students must graduate from the master degree education program or other specialized level-7 training programs in relevant majors, or must be ranked excellent when graduating the undergraduate education program (or at least equivalent training programs) in appropriate majors;
+ Attaining level 4 in the 6-level foreign language competency framework for Vietnam (or equivalent levels);
+ Demonstrating their past competence in conducting scientific researches.
Circular No. 17/2021/TT-BGDDT is entering into force as of August 7, 2021, replacing the Circular No. 07/2015/TT-BGDDT dated April 16, 2015.
