According to this document, benefitted buyers and requirements for purchase of duty-free goods are clearly regulated as per Article 3 in the Decree No. 100/2020, specifically including:
- Passengers upon exit, in transit through international land border gates; cross-border transportation railway terminal checkpoints, class-1 seaports, international civil aviation checkpoints; will be allowed to purchase products at duty-free shops inside quarantine areas.
- Passengers awaiting exit will be allowed to buy duty-free products at local duty-free shops.
Duty-free products will be picked over the counters located inside quarantine zones of the international checkpoints where passengers exit.
- Foreign tourists travelling in group by sea, holding passports or international travel documents or laisser-passers will be allowed to buy duty-free products at class-1 seaport checkpoints or local duty-free shops.
In case of buying duty-free products at local duty-free shops, tourists may claim their products over the counters located inside quarantine zones of class-1 seaport checkpoints where they are leaving.
