In this document, the List IV “Precursors” (IV A: Essential precursors involved in formation of the structure of narcotic drugs), specifically including:
- 3,4-MDP-2P-methyl glycidate (PMK glycidate): its scientific name is 2-oxiranecarboxylic acid, 3-(1,3-benzodioxol-5-yl)-2-methyl-, methyl ester; CAS number: 13605-48-6;
- 3,4-MDP-2P-methyl glycidic acid (PMK glycidic acid): its scientific name is 2-oxiranecarboxylic acid, 3-(1,3-benzodioxol-5-yl)-2-methyl-; CAS number: 2167189-50-4;
- Cyclopentyl bromine: its scientific name is Bromocyclopentane; CAS number: 137-43-9;
- Hydroxylimine: its scientific name is 1-hydroxycyclopentyl-(o-chlorophenyl)-ketone-N- methylimine; CAS number: 90717-16-1;
- Propiophenone: its scientific name is 1-phenyl-1-propanone; CAS number: 93-55-0;…
Entities and persons manufacturing and trading precursors added to section IV stated above must comply with regulations on management of precursors according to the Decree No. 60/2020/ND-CP and other related documents from August 1, 2020.
Hence, from August 1, 2020, the schedule of precursors will be subject to regulations laid down in the Decree No. 73/2018/ND-CP and the Decree No. 60/2020.
The Decree No. 08/2020/ND-CP is officially entering into force on May 29, 2020.
