Pursuant to the Circular No. 29/2015/TT-BGTVT on issuance and use of international driving licenses, they are those granted by competent state agencies of member states of the 1968 convention. They are called International Driving Permit (hereinafter abbreviated as IDP).
Holders of IDPs issued by member states of the Vienna Convention when riding or driving motor vehicles on the road within the territory of Vietnam must carry IDP and national driving licenses issued in accordance with the vehicle class; must comply with Vietnam's road traffic laws.
The Circular sets out the following regulations:
+ If a person holds a driving license issued by a competent authority of the country of which he/she is a national (that country is a member state of the convention) to ride or drive on the road within that country’s territory, he/she must hold another second driving permit (i.e. international driving permit) to be eligible to ride or drive on the road in other member states.
+ If a national of a member state of the convention does not hold the international driving permit while riding or driving on the road within the territory of other member state, he/she must register with the competent authority of the state within which they are riding or driving for another driving license.
IDP issued by Vietnam will not be valid for use within Vietnam's territory.
Article 2 of the Law on Road Traffic sets out the following regulation:
Article 2. Subjects of application
This Law shall apply to entities, organizations and individuals involved in road traffic activities within the territory of the Socialist Republic of Vietnam.
Clause 1 of Article 2 of the Decree No. 100/2019/ND-CP sets out the following regulation:
Article 2. Subjects of application
1. Entities, organizations and individuals committing administrative violations arising from road or rail traffic activities within the territory of the Socialist Republic of Vietnam.
As the stated regulations put it, in addition to the aforesaid documents, aliens riding or driving on the road in Vietnam must bring along the legally required documents, including:
- Vehicle registration certificate;
- International driving permit;
- Technical safety and environmental protection inspection certificate for motor vehicles prescribed in Article 55 of the Law on Road Traffic;
- Certificate of civil liability insurance for motor vehicles.
Also, when there are violations arising from road traffic activities within the Vietnam’s territory, regardless of whether they are Vietnamese citizens or foreigners, they will be sanctioned under the provisions of law.
