According to this Directive, the plan must focus on several main sections as follows:
- Plan development background, including judgments, analysis of domestic, regional and international opportunities, advantages, challenges and risks affecting formulation and fulfillment of socio-economic development objectives.
- General objectives of the five-year socio-economic development plan for the 2021-2025 period; specific targets to be attained by ministries, central and local regulatory authorities by 2025.
- Main goals and several major balances, including striving to increase the nationwide Gross Domestic Product (GDP) by approximately 7% on average for the five-year period from 2021 to 2025.
- Main guidelines and tasks:
+ Continue to improve the socialist-oriented market economy, promote the rapid and sustainable growth on the basis of sustaining the macroeconomic stability and controlling inflation.
+ Promote the restructuring of the economy associated with reform of the growth model, improve productivity, quality, efficiency and competitiveness, and strengthen the economic resilience, and so on.
