The Decision prescribes that each person will be granted an exclusive personal health identity code used when he/she uses healthcare services during his/her lifetime.
A code contains a series of characters placed together in the format XXXXXXXXXX. xxxxxxxxxx, composed of the following 3 components:
- Ten initial characters denote the policyholder’s personal social security numbers.
- The 11th character is the full stop mark "." used for separating two serial numbers in case of no hints found.
- The last serial numbers are used for ensuring personal identity is valid.
The 11th character through the last one are blurred and may be used for checking validity of personal identity on the personal health identity code granting system.
The Decision No. 4376/QD-BYT is set to take effect on the signature date.
