According to the Circular, in order to ensure safety, laboratories using chemicals must be furnished with safety and personal protective equipment in accordance with general regulations, including:
- Equipment, accessories or instruments necessary for response to chemical emergencies;
- First aid boxes;
- Personal protection equipment necessary for technicians that is appropriate for the nature of scientific tests and researches;
- Containers of sorted wastes decorated with visible symbols or marks outside;
- Internal rules of labor safety displayed in laboratories, instructional manuals of laboratory tools and instructions for safe use of chemicals classified into groups of hazardous chemicals;
- Safety datasheets providing details about hazardous and dangerous chemicals from manufacturers, importers and distributors.
In addition, laboratories using hazardous chemicals must be furnished with safety equipment relevant to dangerous properties of chemicals.
Each laboratory must, depending on its function, adopt particular rules in order to ensure safety for humans, property and environment during the period of use and storage of dangerous chemicals.
Circular No. 04/2019/TT-BKHCN will be in force from September 15, 2019.
