The Decree prescribes requirements for experts working for planning consulting organizations as follows:
- Have at least one consultant who undertakes planning projects, holds an undergraduate or higher degree in the planning project specialization and has gained planning experience for at least 01 planning scheme or directly participated in at least 02 planning schemes at the same level;
- Have at least five consultants who preside over setting up planning components or contents, hold undergraduate or higher degrees in the specialty of planning components and have directly participated in at least 01 planning schemes at the same level.
With respect to the national planning scheme firstly drawn up in Vietnam, any consulting professional that presides over planning components or contents must meet the following requirements:
+ Hold an undergraduate or higher degree in planning components or contents that need to be set up;
+ Have already presided over at least 01 planning scheme or directly participated in establishment of at least 02 planning schemes at the regional level or planning schemes for interprovincial river basins.
The Decree No. 37/2019/ND-CP is in force from May 7, 2019.
