This Decision provides instructions about procedures for selection of contractor in cases prescribed in Article 26 in the 2013 Law on Bidding.
According to the Decision, procedures for selection of the contractor winning a bid worth 50 million dong at maximum will follow the instructions below:
- It is not mandatory to sign a contract with the supplier but all legally required invoices and evidencing documents must be issued;
- It is not obligatory to formulate, assess and approve the plan for selection of the contractor;
- However, the head of an entity making decisions on procurement must observe principles of cost efficiency, effectiveness and sole accountability for his/her own decisions.
