Attaching energy labels to motorcycles is compulsory from January 1, 2020

On December 17, 2018, the Ministry of Transport promulgated the Circular No. 59/2018/TT-BGTVT providing guidance on attaching energy labels to manufactured, assembled or imported motorcycles or mopeds.

Pursuant to the Circular, manufactured, assembled or imported brand-new mopeds and motorcycles must be subject to the statutory requirement concerning public declaration of information about fuel consumption and attachment of energy labels in effect from January 1, 2020.

(Energy label refers to a label providing information relating to the type of fuel and fuel consumption of a vehicle).

Manufacturing and importing enterprises will be required to publicly inform fuel consumption based on the report on results of tests subject to the following test requirements:

- Two-wheeled motorcycles are tested according to the type-I emissions test procedures defined in QCVN 77:2014/BGTVT;

- Motorcycles (other than two-wheeled motorcycles) are tested according to the type-II emissions test procedures defined in QCVN 04:2009/BGTVT;

- In case motorcycles powered by new structures and technologies have yet to be subject to regulations on tests performed under the two aforesaid sets of technical regulations, they will be tested for their fuel consumption under standards and regulations of corresponding UNECE, EC and EEC.  

Manufacturing, assembling and importing enterprises will be advised to attach energy labels to their motorcycles of their own accord by the effective date of the Circular No. 59/2018/TT-BGTVT (January 1, 2020).
