Guidance on requirements for unloading of imported waste at cargo ports

The General Department of Customs has recently promulgated the Official Dispatch No. 6644/TCHQ-GSQL on instructions for management of scrap imported into Vietnam.

Pursuant to this document, waste imported into Vietnam from abroad may be unloaded at cargo ports only if such waste meets the following requirements:

- The consignee specified on the E-manifest has to obtain the certificate of conformance to environmental protection regulations upon import of waste (the certificate of import of waste) which remains valid.

- The consignee inscribed on the E-Manifest must hold the customs bond as security for imported waste in accordance with regulations specified on the E-Manifest.

- The amount of waste unloaded at a cargo port is not allowed to exceed the remaining allowance of imported waste specified in the certificate of import of waste.
