- As regards the land administration domain, the City will have a discretionary power to transform rice production land of at least 10 ha where appropriate to the approved land use zoning and planning.
- As regards the investment management domain, the City will have a discretionary power to adopt any policy for investment in class-A projects funded by the City's budget (except those referred to in subparagraphs a, b, c and d paragraph 1 Article 8 of the 2014 Law on Public Investment).
- As regards the financial and budgetary domain, the City will have a discretionary power to pilot a rise in the level and rate of tax levied on certain goods subject to special consumption tax and environmental protection tax, which is equal to or less than 25% compared with current ones;
It will also be accorded autonomy to fund increased performance-based pay in addition to increased income payment to public officers and employees as provided by regulations in force.
- As regards mandate, the Chairperson of City People’s Committee will be accorded authority to decentralize and devolve his/her duties and powers to Chairpersons of district-level People’s Committees.
The Resolution No. 54/2017/QH14 is set to commence on January 15, 2018.
