1. List of prohibited exports and imports under the management of the Ministry of National Defense
Circular No. 40/2017/TT-BQP defines the list of the goods, under the management of the Ministry of National Defense, prohibited from being exported and imported.
The prohibition list has been updated with the following additional goods:
- Military devices for electronic combat, wave interference, jamming, interception, and supervision of radio and satellite data, et cetera;
- Military vehicles for rescue, traction or transportation of weapon systems and military equipment;
- Biological weapons, chemical weapons, atomic and nuclear weapons, radioactive weapons, mass destruction weapons and technology lines for the production of such weapons;
- Military equipment for special forces, commandos, scouts, reconnaissance, intelligence and chemical units;
- Software specially designed for creating models, simulating or assessing military weapon systems; software for determining the efficiency of biological weapons, chemical weapons, atomic weapons, et cetera;
- Bullet-proof vests and helmets, respirators, special clothes, military diving gears;
- Auxiliary equipment for training and combat (models of firearms, weapons, diversion, camouflage, etc.);

2. Shortened procedure for reporting of audits of the State Audit Office
On February 24, 2017, the Auditor General signed the Decision No. 01/2017/QD-KTNN on the procedure for formulation, verification, approval and release of the State Audit Office’s audit reports.
The procedure for formulation, verification, approval and release of an audit report proceeds as follows:
- Draft the audit report;
- Head of the agency leading the audit organizes the verification of the draft of the audit report;
- Auditor General organizes the approval of the draft of the audit report;
- Complete and send the draft of the audit report to the audited entity for opinion;
- Notify the audited entity of the result of the audit;
- Release the audit report.
In comparison with the Decision No. 03/2008/QD-KTNN :
- The number of steps toward the release of an audit report of the State Audit Office is reduced from 7 to 6.
- The authority to verify the draft of an audit report is given to the head of the agency leading the audit instead of the chief auditor.
3. List of endangered wildlife
On February 24, 2017, the Ministry of Agriculture and Rural Development promulgated the Circular No. 04/2017/TT-BNNPTNT on the list of endangered species of wild fauna and flora pursuant to the Annex to the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
The list consists of:
- Part A. Phylum Chordata;
- Part B. Phylum Echinodermata;
- Part C: Phylum Arthropoda;
- Part D. Phylum Annelida;
- Part E. Phylum Mollusca.
4. Circular No. 01/2017/TT-BVHTTDL , in effect as of April 10, 2017, regulates the clothing and technical equipment for inspection activities in the sectors of Culture, Sports and Tourism.
