1. Less teaching hours required for teachers and lecturers performing trade union’s activities
As of 13 May 2016, teachers and lecturers performing non-specialized activities for a trade union shall be required to fulfill a lessened number of teaching hours according to the Circular 08/2016/TT-BGDDT As follows:
- In elementary schools and equivalent special schools:
+ Teachers concurrently appointed as the chairman or vice chairman of a grass-root trade union shall undertake 04 teaching hours less per week (i.e. 140 teaching hours per academic year).
+ Teachers concurrently appointed into an executive committee or as a team leader or deputy team leader of a trade union shall undertake 02 teaching hours less per week (i.e. 70 teaching hours per academic year).
- In secondary schools and equivalent special schools, provincial vocational centers and continuing education centers:
+ Teachers concurrently appointed as the chairman or vice chairman of a grass-root trade union shall undertake 03 teaching hours less per week (i.e. 105 teaching hours per academic year).
+ Teachers concurrently appointed into an executive committee or as a team leader or deputy team leader of a trade union shall undertake 01 teaching hour less per week (i.e. 35 teaching hours per academic year).
2. Establishment of a database on actions against administrative violations
Pursuant to the Decree No. 20/2016/ND-CP (in effect as of 15 May 2016), the following information shall be updated to the national database on administrative violation settlement:
- Entities penalized for administrative violations:
+ Individuals: Full name, date of birth, personal identification number or ID card number or police identification number or serviceman identification number or passport number (if available); gender.
+ Organizations: Name, address, company number (for enterprises) or investment registration certificate number or company registration certificate number, establishment license number or operation registration number (for organizations), full name of legal representative(s) or company owner(s) or head(s) of organizations.
- Information on the enforcement of decisions on actions against administrative violations and decisions on remedial measures (if applicable).
- Information on the adoption of administrative measures.
- Information on home confinement.
3. New decree on sale of gas
As of 15 May 2016, the Decree No. 19/2016/ND-CP in lieu of the Decree No. 107/2009/ND-CP shall govern the trading of liquid petroleum gas. As follows:
- Traders granted with an indefinite certificate of eligibility before 15 May 2016 can extend their operation for 01 year from the said date.
Afterwards, they must conform to requirements in the Decree No. 19.
- Traders granted with a fixed-term certificate of eligibility before 15 May 2016 shall operate to the expiry date of such certificate.
- LPG bottle filling stations granted with a certificate of eligibility can continue their operation for 02 years from 15 May 2016.
Afterwards, LPG bottle filling stations must satisfy requirements for those owned by wholesale LPG merchants.
4. Technology assessment for investment projects
Pursuant to the Circular No. 03/2016/TT-BKHCN (in effect as of 15 May 2016), investment projects shall undergo the assessment of these items, if subjected to technology assessment:
- Their technologies.
- Products of such technologies and their markets.
- Equipment in technology lines.
- Materials, fuels, components and spare parts in investment projects
- Economic - social effects of such technologies.
- Environmental impacts of such technologies.
- Other relevant items at request of the authorities directing project assessments (if applicable).
