Accordingly, from September 28, 2026, the procedures for issuing electronic identification accounts to foreigners are prescribed as follows:
(1) A foreigner shall visit the immigration authority of the provincial-level Public Security authority, present their passport or international travel document, and complete the procedures for obtaining an electronic identification account.
(2) The foreigner shall provide complete and accurate information in the application form for issuance of an electronic identification account, made according to Form TK01 enclosed with Decree No. 69/2024/ND-CP In particular, the foreigner shall clearly provide the receiving officer with their subscriber-verified mobile phone number, email address (if any), and other information requested for integration into the National Electronic Identification Application.
(3) The receiving officer shall: enter the information provided by the foreigner into the electronic identification and authentication system; capture the foreigner’s facial image and fingerprints for authentication against the National Immigration Database; instruct the foreigner to use a digital device to download and install the National Electronic Identification Application and declare the required information in accordance with the instructions provided in the application.
(4) The immigration authority shall send the request for issuance of an electronic identification account to the authority responsible for managing and operating the electronic identification and authentication system.
(5) The authority responsible for managing and operating the electronic identification and authentication system shall notify the applicant of the account registration result through the National Electronic Identification Application, the subscriber-verified mobile phone number, or the email address.
(6) A foreigner who is under 14 years of age, under guardianship, or represented by another person shall visit the immigration authority of the provincial-level Public Security authority together with their representative or guardian to complete the procedures for obtaining an electronic identification account.
The representative or guardian shall use their own subscriber-verified mobile phone number to submit the declaration and register an electronic identification account for the foreigner who is under 14 years of age, under guardianship, or represented by that person.
