Specifically, Vietnam’s Circular No. 19/2026/TT-BXD amends Article 13 of Circular No. 12/2025/TT-BXD on general regulations regarding loading of goods onto vehicles.
General regulations on loading goods onto vehicles
Specifically, the general regulations on loading goods onto vehicles are as follows:
(1) Carriers must select road vehicles suitable for the dimensions and weight of the goods transported. Transported goods must conform to the cargo compartment’s structure and the transport vehicle’s functions.
(2) The loading of goods onto road vehicles participating in road traffic must comply with regulations on gross vehicle weight, axle load, axle group load, permissible loading height, width, and length prescribed in Articles 14, 15, 16, and 17 of Circular No. 12/2025/TT-BXD and not exceed the permissible cargo carrying capacity stated in the certificate of inspection of vehicle for compliance with technical safety and environmental protection requirements, except where permits are granted for circulation of overweight vehicles, over-dimension vehicles, or vehicles transporting oversized and overweight cargo on roads.
(3) Goods loaded onto vehicles must be arranged neatly, distributed evenly, firmly secured, and properly braced and padded to prevent shifting in horizontal, longitudinal, and vertical directions; ensure compliance with environmental hygiene requirements; prevent spillage or dropping during participation in traffic; not obstruct the driver’s visibility; not destabilize the vehicle or hinder vehicle operation; and not obscure lights, registration plates, or vehicle safety warnings. Guidelines on certain equipment commonly used for reinforcement, securing, bracing, and padding of goods are prescribed in Appendix X issued together with Circular No. 12/2025/TT-BXD.
(4) For goods consisting of machinery and vehicles, all fuel must be drained from tanks before loading onto vehicles. Guidelines on methods for loading machinery and vehicles are prescribed in Appendix XI issued together with Circular No. 12/2025/TT-BXD.
(5) Loading of goods that have been packaged into sacks, bales, boxes, rolls, or blocks shall comply with the manufacturer’s instructions (if any) and must be securely fastened to ensure safety.
(Previously, Circular No. 12/2025/TT-BXD stipulated that the loading of goods onto vehicles for goods packaged into sacks, bales, boxes, rolls, or blocks shall comply with the manufacturer’s instructions)
(6) Loading of dangerous goods onto vehicles shall comply with regulations on transportation of dangerous goods by road motor vehicles and Chapter V of Circular No. 12/2025/TT-BXD.
Circular No. 19/2026/TT-BXD comes into force as of July 1, 2026.
