According to the Circular, this Regulation provides for technical requirements for new batteries used for electric motorcycles and electric mopeds (hereinafter referred to as “batteries”) in manufacturing, assembly, import, and as required by competent authorities.
This Regulation applies to: domestic manufacturers and assemblers, and organizations and individuals importing batteries; organizations and individuals involved in the management, inspection, testing, and certification of the technical safety and environmental protection quality of batteries.
General technical requirements:
- Batteries must be manufactured in accordance with the technical documentation of the manufacturer;
- Electrode symbols: the positive electrode must be marked with a plus sign (+), and the negative electrode must be marked with a minus sign (−). These symbols must be clear, indelible, and not prone to peeling;
- The battery casing must not be deformed or cracked; components must be securely installed;
- Markings on the battery must indicate the following parameters: nominal voltage and nominal capacity under the 3-hour discharge mode; such markings must be clear, indelible, and not prone to peeling;
- For high-voltage batteries, the battery must bear the symbol specified in Appendix C of this Regulation; such symbol must be clear, indelible, and not prone to peeling.
Technical documentation of batteries must include at least the following information:
- Name and address of the manufacturer, assembler, or importer of batteries for electric motorcycles and electric mopeds;
- Trademark;
- Model code;
- Design symbol or product symbol;
- Battery type (as specified in Clauses 1.3.1, 1.3.2, 1.3.3, or 1.3.4); detachable or non-detachable (for lithium-ion or nickel metal hydride batteries);
- Nominal voltage (V);
- Nominal capacity (C3) (Ah);
- Threshold voltage (V);
- Number of working cells in a finished lead-acid battery (n);
- Assembly type and connection method;
- Technical drawings:
Drawings must at least indicate the principal dimensions of the battery, the positions of basic markings on the battery, and the battery weight;
- Charging procedure;
- Information for identifying when the battery is being charged and when it is fully charged (if such information is not indicated on the charger or on the battery).
