According to the Circular, the roadmap for the nationwide application of E10 bio-gasoline shall be implemented as follows:
(1) From June 1, 2026, unleaded gasoline (in accordance with the current national technical regulations) must be blended and processed into E10 gasoline for use in gasoline engines nationwide.
(2) The blending and processing of E5RON92 gasoline for use in gasoline engines shall continue until December 31, 2030.
(3) During the implementation of the roadmap for applying the blending ratio of biofuels with conventional fuels, based on actual economic, social, technical, technological, supply–demand, price conditions, and other relevant fluctuations, the Minister of Industry and Trade of Vietnam shall consider and decide the adjustment of the blending ratio of biofuels with conventional fuels, and the supplementation of gasoline product types traded on the market as appropriate, to ensure the objectives of energy security, environmental protection, and consumer rights protection.
(4) During the period in which the compulsory use of B5 and B10 biodiesel for diesel engines is not yet prescribed, organizations and individuals are encouraged to participate in the production, blending, processing, trading, and use of B5 and B10 biodiesel.
Circular 50 also prescribes that petrol and oil traders, and organizations and individuals involved in the production, import, blending, processing, and trading of biofuels and bio-gasoline shall:
- Proactively produce, import, blend, process, and trade bio-gasoline in accordance with the roadmap for applying the blending ratio of biofuels with conventional fuels as soon as Circular 50 takes effect, if fully meeting infrastructure conditions and other laws; develop domestic fuel supply sources and import sources to ensure the proactive supply of bio-gasoline types as prescribed in Circular 50.
- Produce and trade biofuel materials and biofuels in compliance with relevant planning and regulations, ensure product quality in accordance with national technical regulations and declared applicable standards for biofuels and bio-gasoline, and develop suitable material areas in service of the domestic production and export of biofuels.
- Key petrol and oil traders are permitted to produce and sell base gasoline serving the blending and processing of E5RON92 gasoline and E10 gasoline, or to blend, process, and sell E5RON92 gasoline and E10 gasoline in accordance with market demand upon satisfying all conditions prescribed by law.
