- Pursuant to the Government’s Decree No. 99/2007/ND-CP on construction cost
management dated June 13, 2007.
The Ministry of Construction announces the
construction estimating norms – Construction Phase enclosed with this Official
Dispatch that may facilitate the construction cost estimation and management
under the guidance of the Circular No. 05/2007/TT-BXD providing instructions on
construction cost estimation and management dated July 25, 2007 of the Ministry
of Construction.

ESTIMATING NORMS – CONSTRUCTION PHASE
Construction
estimating norms –Construction Phase (hereinafter referred to as “estimating
norms”) means the economic-technical estimates of required quantities of
building materials, labors and construction equipment that are employed to
complete a construction unit, eg. the required resources for completion of
titling of 1 m3 of brick wall, 1 m3 of concrete, 1 m2
of floor/wall, 1 tonne of reinforced concrete, 100m of pile length, etc from
the construction preparation to the completion of construction (including
wastage or losses due to technical work or production process).
The estimating norms are set on the basis of
construction regulations and standards; specifications of
design-construction-acceptance; levels of mechanization; technical equipment,
construction techniques and construction technological advances (new building
materials, equipment and state-of –the-art technologies…)
1. Estimated items
The estimating norms include:
- Required quantity
of materials: the required quantity of building materials means the
quantities of structural materials, auxiliary materials, and components or
spare parts, movable materials (excluding auxiliary materials for machineries,
construction vehicles and materials whose costs are aggregated into common
costs) that are necessary to complete a unit of construction work
The required quantity of building materials
herein includes the quantity of material wastage/losses during the
construction; for sand in particular, its required volume is inclusive of the
dilatancy of sand.

The worker rank herein means the average rank of
workers completing a unit of construction.
- Required
consumption of construction vehicles/equipment/machines: the number of
shifts of which construction equipment/machines/vehicles (including auxiliary
equipments or machines) is employed to complete a unit of construction.

book is compiled by category, type of work or structure and is uniformly
encoded. The estimating norms consist of 11 chapters as follows:

- Tasks, technical
requirements, construction requirements and techniques of each estimating norm
shall be briefly presented, and the estimating norms shall be measured by a
reasonable unit.

The estimation of each estimating
norm is determined as follows:
+The required quantity of primary materials is
calculated by their unit.
+The required
quantity of auxiliary materials such as materials for scaffolds and others are
calculated by the percentage of the auxiliary material cost to its primary
material costs.

+The required consumption of primary
construction vehicles/machines/equipment is calculated by the number of shifts
using such vehicles/machines/equipment.
+The required consumption of auxiliary
construction vehicle/machines/equipment is calculated by the percentage of
their consumption cost to their primary construction vehicles
machines/equipment.
Guidance manuals
- The estimating norms
are used for cost estimation and is considered as the basis of estimates of
construction costs, total investments and cost management.
- In addition to the
above mentioned descriptions and guidance manuals, the estimating norms books
also provides specific descriptions and guidance manuals on technical
requirements, construction conditions and techniques for each category and
task.
- For the estimating
norms, the height is measured from the elevation of±0.00
to ≤4m; or ≤16m; or ≤50m and from the elevation of ±0.00
to >50m. Construction works whose costs were estimated without height
indicator (e.g. plastering, tiling, etc.) when done at the height of over 16
meters, shall include the estimate of resources for conveyance of materials
upward...
The classifications of forests, mud, soils and
rocks of estimating norms are consistently applied to construction tasks
specified in this estimating norms book.
