DECISION
ON
NEW CONTAINER SEAL AND CABLE SEAL MODELS
THE GENERAL DIRECTOR OF GENERAL DEPARTMENT OF VIETNAM
CUSTOMS
Pursuant to the Law on Customs No. 54/2014/QH13
dated June 23, 2014;
Pursuant to Decision No. 65/2015/QD-Ttg dated
th12 17, 2015 of the Prime Minister on functions, tasks, powers, and organizational
structure of the General Department of Vietnam Customs affiliated to the
Ministry of Finance;
Pursuant to Decision No. 68/QD-TCHQ dated
January 17, 2011 of the General Director of the General Department of Vietnam
Customs on new container seal and cable seal models;
Pursuant to Decision No. 3160/QD-TCHQ dated
September 22, 2016 of the General Director of the General Department of Vietnam
Customs on amendment to Decisions on customs seals;

Article 1: New container seal and cable seal models serving as means of
customs control and replacing previous container seal and cable seal models
stipulated under Decision No. 3160/QD-TCHQ dated September 22, 2016 are
attached hereto. Technical standards of the two new seal models are specified
under Appendix 1 attached hereto.
Article 2. This Decision comes into force from the date of signing. The
new seal models shall be in use starting from January 1, 2019. Previous
container seal and cable seal models shall remain in use until depletion.
Article 3. Director of the Customs Control and Supervision Department,
Director of the Finance and Logistics Department, directors of Customs
Departments of provinces and cities, and relevant organizations, individuals
are responsible for the implementation of this Decision./.

TECHNICAL STANDARDS OF CONTAINER SEAL AND CABLE SEAL

- Container seal consists of two distinct
components: “a locking chamber” and “a pin” which are joint by a plastic cord;
when locked, the seal creates one solid block in the shape of a club where the
locking chamber acts as the head of the club and the pin acts as the handle.
Exterior of the seal (both the pin and the locking chamber) is smooth, plain,
of plastic, rigid, and resistant to collision.
Total length (after locking the seal) is: 90mm ±
3mm
+) Locking chamber:
+ The core is of metal while the exterior is
covered in plastic, rigid, hexagonal, and resistant to collision.
+ Opening of locking chamber shall tightly fit to
the pin and be four-sided to prevent rotation.
+ Exterior of locking chamber is covered by two
plastic layers on top of one another: The inner layer is of plastic; The outer
layer is of plastic, green in color, rigid, and resistant to collision.
+ Locking mechanism (the inside of locking chamber)
consists of: 1 plastic receiver, 1 steel washer, 1 rigid steel locking ring.
Plastic receiver has 2 small notches.
+ Dimensions:

+ Side length of locking chamber opening: 9mm ±

+) Pin
+ Pin shall be cylindrical in shape and made of engineering
steel. Plastic that encapsulates the pin shall be green in color, rigid in
property, and of the same color as the plastic encapsulating the locking
chamber. The pin consists of:
++ Pin end: is of truncated cone shape; capable of
being inserted into the locking chamber; and not encapsulated in plastic. The
middle section of the pin end shall consist of a notch to allow the locking
ring to secure the pin and prevent the pin from being removed once inserted.
++Pin shaft: anti-rotation segment is encapsulated
in plastic, green in color, rigid, and cube-shaped.
++ Pin base: consists of two flat surfaces so that
when the pin is combined with the locking chamber, the seal is capable of
resting flat against the container.

- Each container seal contains a twelve-digit
serial number as follows:
Locking chamber:
HQ/xx.
yyyyyyy
Pin:
HQ/xx.yyyyyyy
Letters and digits are black in color,
laser-engraved onto the seal, and be identical to letters and digits engraved
on the locking chamber.
The first two letters (HQ) indicate the type of products,
the next two digits (xx) indicate the last two digits of manufacturing year and
the last seven digits (yyyyyyy) indicate order of the seal. A forward slash is
used to separate product type code and manufacturing year whereas a dot is used
to separate manufacturing year and order of the seal.
- If a seal has been locked, it can only be
unlocked by a minimum tensile force of 10 kN (according to ISO 17712:2013 or
newer versions of ISO standards according to regulations of the government)
while the locking ring is still secured to the pin end.

- Packaging: Pin and locking chamber are combined
into sets, packaged in clear plastic containers, each container contains 10
seals with consecutive serial numbers.
2. Cable seal
- Cable seal consists of 3 primary components: the
lock, the cable, and the pin. When locked, the seal creates a closed loop.
Plastic encapsulating cable seal is green in color. Length of cable seal prior
to being locked: 290mm±3mm.
+) The lock: is made of plastic, green in color,
pressed to form a single unit, seamless, contains metal receiver and steel
locking ring.
+ Plastic encapsulating the lock shall be
hexagonal, have a flat surface for printing code: the hexagon is: 7,5mm±0,5mm
in width; 40,4mm±0,5mm in length.
+ Metal receiver:
+ Outer diameter: 10,7mm ± 0,3mm
+ Inner diameter: 4,2mm ±0,2mm
+) Pin:

- Each cable seal consists of a serial number with
12 digits as follows:
H/xx.yyyyyyy
Serial number shall be laser-printed in black along
the body of the cable seal.
The first two letters (H) indicate the type of
products, the next two digits (xx) indicate the last two digits of manufacturing
year and the last seven digits (yyyyyyy) indicate order of the seal. A forward
slash is used to separate product type code and manufacturing year whereas a
dot is used to separate manufacturing year and order of the seal.
- If a seal has been locked, it can only be
unlocked by a minimum tensile force of 2.27 kN (according to ISO 17712:2013 or
newer versions of ISO standards according to regulations of the government)
while the locking ring is still secured to the pin end.
- Seals shall be protected by secure,
anti-counterfeiting measures and non-reusable.
- Packaging: Seal shall be packaged in clear
plastic containers, each container shall contain 10 seals of consecutive serial
numbers.
