CIRCULAR
OF PRESCRIBING THE USE OF CEMENT CONCRETE ROAD
SURFACE STRUCTURE IN CONSTRUCTION OF TRAFFIC WORKS
Pursuant
to the November 26, 2003 Construction Law;
Pursuant
to the Government’s Decree No. 12/2009/ND-CP of February 12, 2009, on
management of investment projects on construction of works;
Pursuant
to the Government’s Decree No. 83/2009/ND-CP of October 15, 2009, amending and
supplementing a number of articles of Decree No. 12/2009/ND-CP of February 12,
2009, on management of investment projects on construction of works;
Pursuant
to the Government’s Decree No. 107/2012/ND-CP of December 20, 2012, defining
the functions, tasks, powers and organizational structure of the Ministry of
Transport;
At
the proposal of the director of the Department of Science and Technology and
the general director of the Directorate for Roads of Vietnam,
The
Minister of Transport promulgates the Circular on the use of cement concrete
road surface structure in construction of traffic works.

This
Circular prescribes the use of cement concrete road surface structure in construction
of traffic works, regardless of their investment sources.

2. Subjects of application
This
Circular applies to organizations and individuals involved in the construction
of traffic works using cement concrete road surface structure.
Article
3. Interpretation of terms
1.
Cement concrete road surface structure means a type of road topping structure
with the surface layer made of cement concrete and the foundation layer made of
cement-reinforced macadam or poor concrete or other materials, and directly
placed on the road base or foundation bottom.
2.
Traffic works include road works, rail works, waterway works, airfields, car
terminals, car parks, stopovers and other auxiliary works.

4. Conditions on and scope of application
of cement concrete road surface structure
1.
The research and use of cement concrete road surface structure in construction
of traffic works must be carried out in all steps of formulation of investment
projects, implementation of investment projects and operation and maintenance
of works.
2.
Cement concrete road surface structure is used in projects on construction of
traffic works when it is suitable to terrain, geological, climatic and
hydrographical conditions, supply of materials, and conditions of construction,
repair and maintenance, and enables the upgrading and expansion of works in the
future.

a/
Roads in toll stations; car terminals; car parks; special-use motorways; port
entrances; underground roads; and spillways;
b/
Roads in flood-hit areas but the roadbed is not placed on week soil; and roads
affected by frequent fog or humid conditions;
c/
Roads in mountainous areas with a slope of at least 7%, which are difficult to
access for maintenance and regular repair if using other types of road surface
structures;
d/
Roads dug through a soil or rock base affected by groundwater;
dd/
Rural roads;
e/
Other traffic works using cement concrete road surface structure with
econo-technical efficiency and lower construction investment, repair and maintenance
costs than those using other types of road surface structure.
4.
If traffic works satisfy all the conditions and scope of application prescribed
above without using the cement concrete road surface structure, their investors
shall report such to agencies competent to decide on investment for
consideration and decision.

5. Applied technical standards
1.
Application of technical standards in investment projects on construction of
traffic works using the cement concrete road surface structure complies with
Article 5 of the Government’s Decree No. 15/2013/ND-CP of February 6, 2013, on
the management of quality of construction works.

Standards on cement concrete road surface engineering, which comply with the
Minister of Transport’s Decision No. 3230/QD-BGTVT of December 14, 2012,
promulgating the provisional regulation on engineering of common cement
concrete road surface with joint gap in the construction of traffic works;
b/
Standards on construction and pre-acceptance test of cement concrete road
surface, which comply with the Minister of Transport’s Decision No.
1951/QD-BGTVT of August 17, 2012, promulgating the provisional regulation on
construction engineering and pre-acceptance test of cement concrete road
surface in the construction of traffic works;
c/
Standards on construction and pre-acceptance test of macadam and
cement-reinforced natural aggregate base course, which comply with standard
TCVN 8858:2011 promulgated by the Ministry of Science and Technology in 2011.
Article
6. Responsibilities of involved
organizations and individuals
1.
Organizations providing consultancy on project formulation or adjustment and
designing shall study conditions and scope of application prescribed in Article
4 of this Circular in order to work out plans on cement concrete road surface
structure engineering up to the standards provided in Article 5 of this
Circular and plans on other types of road surface structure (such as asphalt
concrete, bituminous surface,...) in order to analyze, compare, select plans on
road surface structure ensuring econo-technical efficiency of projects.
2.
Investment deciders shall consider and decide on the use of cement concrete
road surface structure under this Circular when they approve construction
investment projects and in the course of operation and maintenance of traffic
work projects.
3.
Investors shall compare and propose the use of types of cement concrete road
surface for their projects in compliance with this Circular.

7. Effect
1.
This Circular takes effect on July 15, 2013.
