ELABORATING SOME
ARTICLES OF THE LAW ON TOURISM
The Circular No. 06/2017/TT-BVHTTDL dated December
15, 2017 of the Minister of Culture, Sports and Tourism of Vietnam elaborating
some Articles of the to the Law on Tourism, coming into force from February 01,
2018, is amended and corrected by:

The Minister of Culture, Sports and Tourism of
Vietnam hereby promulgates a Circular to elaborate some Articles of the Law on
Tourism[1].
Chapter I
GENERAL PROVISIONS
Article 1. Scope
This Circular elaborates some articles of the Law
on Tourism regarding the person in charge of provision of travel services;
training program, organization of examinations and issuance of certificates of
training in international and domestic tour operation; procedures for
revocation of the license for provision of travel services; standards to be
satisfied by other tourism service providers for provision of services for
tourists; standards in language proficiency; training program, organization of
examinations and issuance of tour guiding certificates; on-site tour guiding
examination; refresher course for international and domestic tour guides;
specimens of application form, notice, record; specimens of tour operator
license and tour guide license; specimens of certificates and signboards in
tourism industry.
Article 2. Regulated entities
1. Vietnamese and foreign organizations and
individuals performing tourism activities in the territory of Vietnam.
2. Tourism authorities; Vietnam National Authority
of Tourism[2];
City/Province Tourism Departments/Departments of Culture, Sports and Tourism[3] [4].
3. Organizations and individuals related to tourism
activities.

TRAVEL SERVICES
Article 3. Persons in charge of provision of
travel services
1. The person in charge of provision of travel
services is a person who holds one of the following positions: the President of
the Board of Directors, the President of the Board of Members, the President of
a company, the owner of a sole proprietorship, the General Director, the
Director or Deputy Director, the head of the travel service division.

The major in travel specified in Point c Clause 1 and Point c Clause 2 Article
31 of Law on Tourism shall be demonstrated on the graduation degree and be one
of following majors and professions:
a) Tourism and travel service management;
b) Travel management;
c) Tour operation;
d) Tourism marketing;

g) Tourism management and business;
h) MICE tourism management;
i) Travel agent;
k) Tour guiding;
l) Majors and professions including any of
following words or phrases: “du lịch” (“tourism”), “lữ hành” (“travel”) or
“hướng dẫn du lịch” (“tour guide”) trained and granted graduation degrees by
education institutions in Vietnam before the effective date hereof;
m) Majors and professions including any of
following words or phrases: “du lịch” (“tourism”), “lữ hành” (“travel”) or
“hướng dẫn du lịch” (“tour guide”) trained and granted graduation degrees by foreign
training institutions.
In case a graduation degree does not demonstrate
one of the majors and professions specified in Points l and m of this Clause,
academic transcript or annex to the graduation degree displaying the major or
profession that includes any of following words or phrases: “du lịch”
(“tourism”), “lữ hành” (“travel”) or “hướng dẫn du lịch” (“tour guide”).

The degree awarded by a foreign training institution must be acknowledged in
accordance with regulations of law on education, higher education and
vocational education and training.
Article 4. Tourism operation training programs

a) Basic professional knowledge: Vietnam's
political system, legal documents concerning tourism, introduction to tourism,
tourism marketing, tourist psychology and art of communication;
b) Professional knowledge and tour operation
training: introduction to tour operators, tourism market and product, product
design and tour program pricing, Vietnam’s tourism areas and tourist
attractions, tour operation, sales and customer service, marketing and
communications, procedures for domestic air freight, application of information
technology to operator management and development;
c) Practice in domestic tour operation.
2. An international tourism operation training
program includes:
a) Basic professional knowledge: Vietnam's
political system, legal documents concerning tourism, introduction to tourism,
tourism marketing, tourist psychology and art of communication, and
international cultural exchange;
b) Professional knowledge and tour operation
training: introduction to tour operators, tourism market and product, product
design and tour program pricing, Vietnam’s tourism areas and tourist
attractions, training in tour operation, sales and customer service, marketing
and communications, currency and international payment in tourism, immigration
services, procedures for domestic and international air freight, application of
information technology to enterprise management and development;
c) Practice in international tour operation.
Article 5a. Structure and duration of
examination for tour operation[7]

domestic tour operation:

a) Multiple-choice test: duration: 75 minutes;
assessment score: maximum of 60 scores; number of multiple-choice questions: 60
questions, consisting of 15 questions selected at random about 05 contents of
basic professional knowledge specified in Point a Clause 1 Article 4 of this
Circular, each content shall be covered in 03 questions, and 45 questions
selected at random about 09 contents of professional and operational knowledge
specified in Point b Clause 1 Article 4 of this Circular, each content shall be
covered in 05 questions.
b) Constructed-response test: duration: 75 minutes;
assessment score: maximum of 40 scores; number of questions: at least 02
questions, each question may convey one or many points and shall be selected at
random to cover at least 02 contents of professional and operational knowledge specified
in Point b Clause 1 Article 4 of this Circular, each question shall cover 01
content.
c) Practice test: duration: 90 minutes: total
assessment score: maximum of 100 scores; contents: practicing operation of a
tour and answering situational questions. To be specific:
- Practicing operation of domestic tours via
computer and presentation: duration for practice on computer and presentation:
80 minutes; assessment scores: maximum of 70 scores; topic: construction and
pricing of a tour according to tour itinerary for domestic tourists.
- Answering situational questions: time for
preparation and answer: 10 minutes; assessment score: maximum of 30 scores;
topic: dealing with issues that arise during provision of a tour to domestic
tourists.
2. Structure and duration of examination for
international tour operation: An examination for international tour operation
consists of 03 following tests:
a) Multiple-choice test: duration: 75 minutes;
assessment score: maximum of 60 scores; number of multiple-choice questions: 60
questions, consisting of 18 questions selected at random about 06 contents of
basic professional knowledge specified in Point a Clause 2 Article 4 of this
Circular, each content shall be covered in 03 questions and 42 questions
selected at random about 11 contents of professional and operational knowledge
specified in Point b Clause 2 Article 4 of this Circular, each content shall be
covered in 04 questions; with respect to these contents, including application
of information technology to enterprise management and development, and
currency and international payment in tourism: 03 questions each.
b) Constructed-response test: duration: 75 minutes;
assessment score: maximum of 40 scores; number of questions: at least 02
questions, each question may convey one or many points and shall be selected at
random to cover at least 02 contents of professional and operational knowledge
specified in Point b Clause 2 Article 4 of this Circular, each question shall
cover 01 content.
c) Practice test: duration: 90 minutes: total
assessment score: maximum of 100 scores; contents: practicing operation of a
tour and answering situational questions. To be specific:

- Answering situational questions: time for preparation
and answer: 10 minutes; assessment score: maximum of 30 scores; topic: dealing
with issues that arise during provision of tours to inbound tourists and
outbound tourists.
Article 5. Organization of examinations and
issuance of certificates of training in tour operation
1. A training institution is allowed to organize
examinations and issue certificates of training in tour operation if it:
a)[8]
is a college-level or higher education institution licensed to provide training
in the majors and professional specified in Clause 2 Article 3 of this
Circular;
b)[9]
has an examination organization plan which includes the following main
contents: question bank satisfactory to regulations under Articles 4 and 5a of
this Circular; organization procedures; technical facilities and examination
board;
c) does not violate regulations on organization of
examinations and issuance of certificates of training in tour operation within
03 years before the day on which the training institution organizes the
examination.
2. The training institution shall:
a) follow inspection, supervision and professional
instructions given by Vietnam National Authority of Tourism[10];
b)[11]
be responsible for appraising and approving contents of the question bank for
tour operation and updating, revising the question bank on a biennial basis;

d)[12]
send a notice accompanied with the examination organization plan specified in
Point b Clause 1 of this Article to Vietnam National Authority of Tourism[13] at least 30 days prior
to the date of the first examination and at least 15 days prior to the date of
the subsequent examination;
dd) send exam results to Vietnam National Authority
of Tourism[14] and
update the list of examinees issued with the certificate on the travel
management website within 45 days from the end of the examination.
3. Vietnam National Authority of Tourism has the
power to[15]:
a)[16]
(abrogated)
b)[17]
instruct and inspect organization of examinations and issuance of certificates
of training in tour operation;
c) request training institutions not to organize
examinations in tour operation when detecting that they fail to satisfy the
criteria specified in Clause 1 of this Article until they satisfy all criteria;
d)[18]
publish the list of education institutions eligible to organize examinations
and issue certificates of training in tour operation on the travel management
website of Vietnam National Authority of Tourism[19] within 10 days from the date on which it
receives a notice of the first examination from an education institution.
4.[20]
The certificate of training in domestic tour operation and certificate of
training in international tour operation shall be issued to the persons
achieving at least 50% of maximum score of each test in the examination for
domestic tour operation and examination for international tour operation
respectively. The certificate shall be issued within 30 days from the date of
examination.
Article 6. Procedures for revocation of tour
operator license in case the tour operator terminates its services, is
dissolved or declared bankrupt

a) In case a tour operator terminates travel services
at its own discretion, the application consists of a notice of termination of
travel services and the issued tour operator license;
b) In case a tour operator is voluntarily or
compulsorily dissolved, the application consists of a notice of termination of
travel services, the issued tour operator license, a dissolution decision, the
operator’s meeting minutes (in case of dissolution prescribed in Points a, b
and c, Clause 1, Article 201 of the Law on Enterprises), or a decision on
revocation of the enterprise registration certificate or dissolution decision
issued by a competent court (in case of dissolution prescribed in Point d,
Clause 1, Article 201 of the Law on Enterprises);
c) In case of bankruptcy, the application consists
of the court’s decision on initiating bankruptcy proceedings enclosed with the
issued tour operator license.
2. Procedures for revocation of the tour operator
license:
a) The tour operator shall submit an application
for approval of termination of travel services to the licensing authority;
b) Within 05 working days from its receipt of a
valid application, the licensing authority shall issue a decision on revocation
of the tour operator license. The decision on revocation of the license
shall be sent to the subject tour operator, immigration authority, tax
authority and business registration authority of the province where the tour
operator is headquartered, and published on the web portal of the licensing
authority and on the tour operator management website.
3. Refund of deposits after revocation of the tour
operator license:
a)[21]
In case there is no complaint or denunciation related to obligations towards
tourists or tourism service providers received within 30 days from the day on
which the decision on revocation of the tour operator license is published on
the web portal of the licensing authority and on the tour operator management
website, the licensing authority shall request the bank in writing to allow the
tour operator’s withdrawal of deposits; otherwise, the licensing authority
shall cooperate with relevant competent authorities in dealing with received
complaints and denunciations in accordance with regulations of law;
b) In case of bankruptcy, the deposits shall be
decided by the court in accordance with regulations of the Law on Bankruptcy.

Within 05 working days from the day on which an inspection conclusion is issued
by the competent authority, the licensing authority shall issue a decision on
revocation of the tour operator license which shall be then sent to the subject
tour operator, inspecting authority, immigration authority, tax authority and
business registration authority of the province where the tour operator is
headquartered, and published on the web portal of the licensing authority and
on the tour operator management website.
2. Within 30 days from its receipt of the decision
on revocation of the tour operator license, the tour operator shall submit a
report on its fulfillment of obligations towards tourists and tourism service
providers under the signed contracts, enclosed with the issued license to the
licensing authority.
3. After the tour operator has fulfilled all of the
obligations specified in Clause 2 of this Article, deposits shall be refunded
as prescribed in Point a Clause 3 Article 6 of this Circular.
Chapter III
STANDARDS IN ISSUANCE OF THE SIGNBOARD WHICH SHOWS
SERVICE PROVIDERS QUALIFIED FOR PROVISION OF SERVICES FOR TOURISTS
Article 8. Standards to be
satisfied by the procurement service provider qualified for provision of
services for tourists
1. The service provider has successfully completed
procedures for business registration and meets conditions for provision of
procurement services in accordance with regulations of law.
2. Information about origin and quality of goods is
clear.

Selling prices are duly posted and goods are sold at the posted prices.

5. Toilets are clean, well lit and ventilated.
Article 9. Standards to be satisfied by the food
and drink establishment qualified for provision of services for tourists
1. The service provider has successfully completed
procedures for business registration and meet conditions for provision of food
and drink services in accordance with regulations of law.
2. Dining rooms are well lit, have ventilation
system and provide comfortable seats. The floor is dry, clean and non-slip.
Utensils are properly washed and dried. Trash cans are available.
3. There are menus in Vietnamese, English or other
languages (if necessary) accompanied by illustrations.
4. The kitchen is airy, provided with space for
preliminary processing and processing of separate dishes. There is adequate
equipment for preserving and processing foods.
5. Staff behaves in a civilized and polite manner,
wears uniform and nameplate.
6. Standards specified in Clauses 3 and 5 Article 8
of this Circular are satisfied.
Article 10. Standards to be satisfied by the
sports service provider qualified for provision of services for tourists

2. Internal regulations in Vietnamese, English and
other languages (if necessary) are available. There must be a reception,
personal belongings storage area and bathroom.
3. Material facilities and equipment for training
and competition activities are available. Training and competition equipment
suitable for each sport are available for lease.
4. There must be instructors, service staff and
rescue workers suitable for each sport.
5. Standards specified in Clauses 3 and 5 Article 8
and clause 5 Article 9 of this Circular are satisfied.
Article 11. Standards to be satisfied by the
entertainment and recreation service provider qualified for provision of
services for tourists
1. The service provider has successfully completed
procedures for business registration and meets conditions for provision of
entertainment and recreation services in accordance with regulations of
law.
2. Internal regulations are available; there are
reception and personal belongings storage areas.
3. Space, material facilities and equipment
suitable for each type of entertainment and recreation services are available.
4. There are instructors and service staff suitable
for each type of entertainment and recreation services.

Article 12. Standards to be satisfied by the
healthcare service provider qualified for provision of services for
tourists
1. The service provider has successfully completed
procedures for business registration and meets conditions for provision of
healthcare services in accordance with regulations of law.
2. There are reception and personal belongings
storage areas.
3. Internal regulations in Vietnamese, English and
other languages (if necessary) are available; material facilities and equipment
suitable for each type of healthcare services are available.
4. Health workers, technicians and service staff
suitable for each type of healthcare services are available.
5. Standards specified in Clauses 3 and 5 Article 8
and clause 5 Article 9 of this Circular are satisfied.
Chapter IV
TOUR GUIDES
Article 13. Language proficiency standards to be
satisfied by tour guides[24]

a) He/she holds an Advanced Diploma in Level 5 of
VQF, or higher, in linguistics or a foreign language, foreign language
interpretation or foreign language teacher education;
b) He/she holds an Advanced Diploma in Level 5 of
VQF, or higher, under a training program designed in a foreign language. If the
diploma or appendix to the diploma does not state the language used for
training, documents proving the language used for training are required;
c) He/she holds an associate degree, or higher,
issued by a foreign training institution under the training program designed in
the official language of the home country. If the language used for training is
different from the official language of the home country, and the degree or
appendix to the degree does not state the language used for training, documents
proving the language used for training are required;
d) He/she holds one of the following unexpired
certificates of foreign language proficiency issued by a competent authority or
organization: certificate of foreign language proficiency at level 4 or higher
of Vietnam’s Language Proficiency Framework; certificate of foreign language
proficiency issued by a foreign authority equivalent to level 4 or higher of
Vietnam’s Language Proficiency Framework or equivalent to level B2 or higher of
the Common European Framework of Reference for Languages or satisfies the
requirement specified in the Appendix I to this Circular.
2. The degree or certificate awarded by a foreign
training institution must be acknowledged in accordance with regulations of law
on education, higher education and vocational education and training.
Article 14. Tour guiding training programs
1. A domestic tour guiding training program
includes:
a) Basic professional knowledge: Vietnamese
geography, Vietnamese history, Vietnamese culture, Vietnam’s political system
and legal documents concerning tourism;
b) Professional knowledge and tour guiding
training: introduction to tourism, Vietnam’s tourism areas and tourist
attractions, tourist psychology, art of communication in tour guiding, tour
guiding skills, healthcare services;

d) Tour guiding internship.
2. An international tour guiding training program
includes:
a) Basic professional knowledge: Vietnamese
geography, Vietnamese history, Vietnamese culture, history of world
civilizations, Vietnam’s political system and legal documents concerning
tourism;
b) Professional knowledge and tour guiding
training: introduction to tourism, Vietnam’s tourism areas and tourist
attractions, tourist psychology, international cultural exchange, art of
communication in international tour guiding, tour guiding skills, healthcare services,
immigration, aviation and accommodation, diplomatic protocol;
c) Tour guiding skill practice;
d) Tour guiding internship.
Article 15a. Structure and duration of
examination for tour guiding[26]
1. Structure and duration of examination for
domestic tour guiding: An examination for domestic tour guiding consists of 03
following tests:
a) Multiple-choice test: duration: 75 minutes;
assessment score: maximum of 60 scores; number of multiple-choice questions: 60
questions, consisting of 24 questions selected at random about 04 contents of
basic professional knowledge specified in Point a Clause 1 Article 14 of this
Circular, each content shall be covered in 06 questions, and 36 questions
selected at random about 06 contents of professional and operational knowledge
specified in Point b Clause 1 Article 14 of this Circular, each content shall
be covered in 06 questions.

c) Practice test: duration: 20 minutes: total
assessment score: maximum of 100 scores; contents: practicing guiding a tour
and answering situational questions. To be specific:
- Practicing guiding domestic tourists on a tour:
duration of preparation and presentation: 15 minutes; assessment score: maximum
of 70 scores; topic: introduction to culture, country, people and tourist
attractions of Vietnam.
- Answering situational questions: time for
preparation and answer: 05 minutes; assessment score: maximum of 30 scores;
topic: dealing with issues that arise while guiding domestic tourists.
2. Structure and duration of examination for
international tour guiding: An examination for international tour guiding[27]
consists of 03 following tests:
a) Multiple-choice test: duration: 75 minutes;
assessment score: maximum of 60 scores; number of multiple-choice questions: 60
questions, consisting of 25 questions selected at random about 05 contents of
basic professional knowledge specified in Point a Clause 2 Article 14 of this
Circular, each content shall be covered in 05 questions, and 35 questions
selected at random about 09 contents of professional and operational knowledge
specified in Point b Clause 2 Article 14 of this Circular, each content shall
be covered in 04 questions; particularly, the tourism healthcare shall be
covered in 03 questions.
b) Constructed-response test: duration: 75 minutes;
assessment score: maximum of 40 scores; number of questions: at least 02
questions, each question may convey one or many points and shall be selected at
random to cover at least 02 contents of professional and operational knowledge
specified in Point b Clause 2 Article 14 of this Circular, each question shall
cover 01 content.
c) Practice test: duration: 20 minutes: total
assessment score: maximum of 100 scores; contents: practicing guiding a tour
and answering situational questions. To be specific:
- Practicing guiding international tourists on a
tour: duration of preparation and presentation: 15 minutes; assessment score:
maximum of 70 scores; topic: introduction to culture, country, people and
tourist attractions of Vietnam and other countries in the world.
- Answering situational questions: time for
preparation and answer: 05 minutes; assessment score: maximum of 30 scores;
topic: dealing with issues that arise while guiding international tourists.

1. A training institution is allowed to organize
examinations and issue certificates of training in tour guiding if it:
a)[28]
is a college-level or higher education institution licensed to provide training
in tour guiding, tourism and travel service management;
b)[29]
has an examination organization plan which includes the following main
contents: question bank satisfactory to regulations under Articles 14 and 15a
of this Circular; organization procedures; technical facilities and examination
board;
c) does not violate regulations on organization of
examinations and issuance of certificates of training in tour guiding within 03
years before the day on which the training institution organizes the
examination.
2. The training institution shall:
a) follow inspection, supervision and professional
instructions given by Vietnam National Authority of Tourism[30];
b)[31]
be responsible for appraising and approving contents of the question bank for
tour guiding and updating, revising the question bank on a biennial basis;
c) retain examinees’ applications, exam papers,
exam results and documents relating to examinations in accordance with
regulations of law;
d)[32]
send a notice accompanied with the examination organization plan specified in
Point b Clause 1 of this Article to Vietnam National Authority of Tourism[33]
at least 30 days prior to the date of the first examination and at least 15
days prior to the date of the subsequent examination;

3. Vietnam National Authority of Tourism has the
power to[34]:
a)[35]

instruct and inspect organization of examinations and issuance of certificates
of training in tour guiding;
c)[37]
request education institutions not to organize examinations in tour guiding
when detecting that they fail to satisfy the criteria specified in Clause 1 of
this Article until they satisfy all criteria;

publish the list of education institutions eligible to organize examinations
and issue certificates of training in tour guiding on the tour guide management
website of Vietnam National Authority of Tourism within 10 days from the date
on which it receives a notice of the first examination from an education
institution.
4.[39]
The certificate of training in domestic tour guiding and certificate of
training in international tour guiding shall be issued to the persons achieving
at least 50% of maximum score of each test in the examination for domestic tour
guiding and examination for international tour guiding respectively. The
certificate shall be issued within 30 days from the date of examination.
Article 16. Examination on on-site tour guiding
1. Knowledge about on-site tour guiding:
a) Psychology of tourist behavior by market, gender
and age;

c) Problem solving skills;
d) Procedures for on-site tour guiding, specialized
tour guiding skills.
2. Knowledge about tourism areas or tourist
attractions:
a) General introduction to the area;

2.[40]
City/Province Tourism Departments/Departments of Culture, Sports and Tourism
shall publish plans for organization of refresher courses and issue certificates
of completion of refresher courses to domestic tour guides and international
tour guides. A certificate of completion of refresher course issued to a tour
guide is valid nationwide.
3. Based on plans for organization of refresher
courses published by City/Province Tourism Departments/Departments of Culture,
Sports and Tourism[41] [42], tour guides shall
submit their applications for refresher course to City/Province Tourism
Departments/Departments of Culture, Sports and Tourism[43] [44].
Within 10 days from the end of the refresher
course, City/Province Tourism Departments/Departments of Culture, Sports and
Tourism[45] [46] shall issue certificates of completion of
refresher course to qualified international and domestic tour guides. A
certificate of completion of refresher course is valid for 01 year from its
issue date.

Article 19. Effect[49]
1. This Circular comes into force from February 01,
2018.
2. From the effective date of this Circular, the
following documents and regulations shall cease to have effect:
a) The Circular No. 88/2008/TT-BVHTTDL dated
December 31, 2008 of the Minister of Culture, Sports and Tourism providing
guidance on the implementation of the Government's Decree No. 92/2007/ND-CP dated

1. Certificates of completion of periodic refresher
course for tour guides as prescribed in Clause 4 Section III of the Circular
No. 89/2008/TT-BVHTTDL which are issued before
January 01, 2018 shall remain valid until expiry dates specified therein for
replacement of tour guide license.
2. Certificates of successful candidate of foreign
language test issued by competent training institutions as prescribed in Clause
2 Section III of the Circular No. 89/2008/TT-BVHTTDL which are issued before
January 01, 2018 shall remain valid until expiry dates specified therein for
issuance of international tour guide licenses.
3. Certificates of training in tour guiding
prescribed in Clause 2 Section III of the Circular No. 89/2008/TT-BVHTTDL which are issued before
March 31, 2018 shall remain valid until expiry dates specified therein for
issuance of international and domestic tour guide licenses.
4. Procurement service providers, and foods and
drink service providers that have been issued by competent authorities with
signboards showing that such providers are qualified for provision of services
for tourist before the effective date of this Circular may continue using their
issued signboards until they expire according to signboard issuance
decisions.
Article 21. Implementation organization[50]
[51]
1. Vietnam National Authority of Tourism shall
assist the Minister of Culture, Sports and Tourism in organizing the
implementation and providing guidelines for implementation of this Circular.
2. Difficulties that arise during the
implementation of this Circular should be promptly reported to the Ministry of
Culture, Sports and Tourism (Vietnam National Authority of Tourism) for
consideration./.

1. Vietnam National Authority of Tourism shall
preside over and cooperate with the Department of Legal Affairs and relevant
authorities and units in providing guidance on implementation of this Circular.
2. Heads of authorities and units affiliated to the
Ministry, Directors of City/Province Departments of Culture, Sports and
Tourism/Tourism Departments and other relevant individuals are responsible for
implementation of this Circular.
Difficulties that arise during the implementation
of this Circular should be promptly reported to the Ministry of Culture, Sports
and Tourism of Vietnam for consideration.
Article 3. Effect
1. This Circular comes into force from the date on
which it is signed.
2. Authorities, units and travel service providers that
are carrying out procedures for deposit refunds as prescribed in Article 6 and
7 of the Circular No. 06/2017/TT-BVHTTDL may continue such
procedures with the time limits prescribed in this Circular.

a) Any domestic tour operator license, international
tour operator license; onsite tour guide license; certificate of training in
domestic tour operation, certificate of training in international tour
operation; certificate of training for domestic tour guide, certificate of
training for international tour guide issued before the effective date of this
Circular shall continue to be used as prescribed;
b) Any domestic tour guide license, international
tour guide license; rating plate of a rated tourist accommodation
establishment; signboard which shows that a provider of other tourism services
is qualified for provision of services for tourists; certificate of completion
of refresher course for domestic and international tour guides issued before
the effective date of this Circular shall continue to be used until its expiry;
c) Documents included in applications that are
submitted to follow administrative procedures at competent authorities before
the effective date of this Circular shall continue to be processed without
having to be replaced with the forms in Appendix II to this Circular and the
result shall comply with applicable regulations.
3. Upon completing the connection to the National
Population Database, public officials, public employees and individuals
assigned to receive and process administrative procedures in the area of
tourism may exploit information about citizens' sex on the National Population
Database and must not request citizens to provide such information./.
