CIRCULAR
ELECTRICAL MEASUREMENT IN ELECTRICITY SYSTEM
Pursuant to the Decree
No. 95/2012/ND-CP dated November 12, 2012, on defining the functions, tasks,
powers and organizational structure of the Ministry of Industry and Trade.
Pursuant to the Law on
Electricity dated December 03, 2004 and Law on amending some articles of the
Law on Electricity dated November 20, 2012;
Pursuant to the
Government’s Decree No.137/2013/ND-CP dated October 21, 2013 on detailing the
implementation of some articles of the Law on Electricity and Law on amending
some articles of the Law on Electricity;
At the request of the
General Director of Electricity Regulatory Authority,
The Minister of
Industry and Trade hereby promulgates a Circular on electrical measurement in
electricity system.

Article 1. Scope
This
Circular provides for electrical measurement in generation, transmission,
distribution, retail and wholesale of electricity, to be specific:
1.
Requirements for measurement system, measurement data collection system and
measurement data management system
2.
Responsibilities of entities involved in electrical measurement.
3.
Procedures for agreement on technical design, investment, installation and
acceptance of measurement system and measurement data collection system.
4.
Management and operation of measurement system, measurement data collection
system and measurement data management system.
5.
Collecting, handling and storage of data in service of electricity delivery.
6.
General provisions on electricity delivery.

3. Definitions
For
the purposes of this Circular, the terms below shall be construed as follows:
1. Voltage
level is one of nominal voltage values of a system, including:
a)
Low voltage which is a nominal voltage of 01 kV;
b)
Medium voltage which is a nominal voltage level of between over 01 kV and 35
kV;
c)
High voltage which is a nominal voltage level of between over 35 kV and 220 kV;
d)
Ultra-high voltage which is a nominal voltage level of over 220 kV;
2. Current
transformer (hereinafter referred to as "CT") is a device that
transforms the electrical current, expanding the range of voltage measurement
for the measurement system.

4. Voltage
switch is a switchgear, logic circuit or relay used to select voltage.
5. Measurement
database is a database that measurement data and information about management
and operation of the measurement system.
6. Electric
meter (hereinafter referred to as “meter ”) is a device that
measures electric energy, integrates power over time, store and display the
measured values.
7. Connection
point is the point connecting the equipment, electrical grid and electrical
plant to the electrical grid id.
8. Electricity
wholesaler is an electricity entity issued with an operation license in
electricity wholesale. Depending on each level of competitive
electricity market, the electricity wholesaler is one of the following
entities:
a) Electric
Power Trading Company is the only electricity wholesaler in the competitive
generation market;
b)
Other electricity wholesalers that are established according to each level of
competitive electricity market.
9. Measurement
system investor is an organization and individual investing and installing
measurement system and measurement data collection system.
10. Relevant
entity is an entity coordinating with other entities in the process of
agreement on design, investment, installation, manage and operation of
measurement system, measurement data collection system, including:

11. Generating
entity is an entity that owns one or several electrical plants connected to
the national electricity system and is issued with an operation license in
electricity generation.
12. Electricity
distributor is an electricity entity issued with an operation license in
electricity distribution and wholesale, including:

13. Electricity
retailer is an electricity entity issued with an operation license in
electricity distribution, retailing, and wholesale from an electricity
wholesaler or electricity distributor in order for electricity users to get an
electricity retail offer.
14. Electrical
grid management entity is an entity that owns and operates the transmission
grid or distribution grid, including:
a)
Transmission network operators;
b)
Electricity distributors;
c)
Electricity retailers.
15. Measurement
data management entity is an entity that invests, installs, manages and
operates the measurement data collection system and measurement data management
system under its management.
16. Measurement
system management and operation entity is an entity that directly manages
and operates the measurement system under its management, including:
a)
Electricity-generating entities;
b)
Transmission network operators;

17. Measurement
system owner is an entity that owns the measurement system and measurement
data collection system (if any), including:
a)
Electricity-generating entities;
b)
Transmission network operators;

Electricity distributors;

18. Testing
and inspecting entity is an entity that is issued with a license for
testing, calibration, and inspection of measuring instruments according to
regulations of the law on measurement.

20. Electricity
user is an organization or individual that purchases electricity from
national electricity system to use and sell it to other organizations or
individuals.
21. Transmission
grid user is an organization and individual that has equipment and
electrical grid connected to transmission grid to use transmission services,
including:
a)
Electricity-generating entity that has a power plant connected to the
transmission grid;
b)
Electricity distributor that is directly provided with electricity from the
transmission grid;
c)
Electricity retailer that is directly provided with electricity from the
transmission grid;
b)
Customer using electricity directly provided from the transmission grid.
22. Distribution
grid user is an organization and individual who has equipment and
electrical grid connected to distribution grid to use distribution services,
including:
a) Electricity-generating
entity that has an electrical plant connected to the distribution grid.
b)
Electricity retailers;

23. Circuit
connector is a device used to connect the measuring circuit.
24. Measurement
system is a system that includes the measuring instruments and circuit
integrated to measure and determine the amount of power transmitted through a
measuring point.
25. Measurement
data collection system is a combination of hardware, information
transmission and software that are responsible for collecting data from the
meter and providing it for the measurement system management and operation
entity and measurement data management entity.
26. Measurement
data management system is a system consisting of hardware, computers and software
that are responsible for connecting and collecting measurement data from
measurement data collection system to handle, calculate and store measurement
data at the measurement data management entity.
27. Junction
box is a box that protects the connections of branches of measuring
circuits and measuring instruments with lid to ensure the lead seals.
28. Electrical
grid is a system of transmission lines, transformers and synchronous
equipment for transmission, including:
a)
Transmission grid;
b)
Distribution grid.
29. Distribution
grid is the grid that includes lines and substations with voltage levels of
110 kV or lower.

31. Measuring
circuit is an electric circuit system linking the measuring instruments for
electrical measurement.
32. Large
power plant is a plant with a total installed capacity of over 30 MW.
33. Small
power plant is a plant with a total installed capacity of 30 MW or less.
34. Measurement
data is the power value measured by the meter , calculated electricity or
electricity according to the estimation of measured data for delivery and
payment.
35. Measuring
instruments includes meter , CT, VT and other auxiliary devices for electrical
measurement.
36. Measurement
information is information about devices, measurement system and measuring
points including features, technical parameters and information in connection
with management and operations.
37. IEC
standard is an electrical technical standard provided by the International
Electrotechnical Commission.
38. Measuring
point is the physical position on the primary circuit where the traded
electricity is measured and determined.
39. LAN
(Local Area Network) is a computer network that interconnects computers
within a limited area.

41. RS232/RS485
is the standard for serial communication technology between computers and
peripheral devices defined by the Electronic Industries Association (EIA).
42. Ethernet
is a technology that transmits the data frames and is standardized as IEEE
802.3 used for LAN.

III
REQUIREMENTS FOR THE MEASUREMENT SYSTEM
Section
1. GENERAL REQUIREMENTS FOR THE MEASUREMENT SYSTEM
Article
13. Rules for defining measuring points
1.
The measuring point defined must be identical or adjacent to the connection
point;
2.
For the medium voltage level or higher, main measuring points and redundant
measuring points must be defined at each connection point. Points and number of
redundant measurements shall be precisely defined according to the voltage
level and particular characteristics of the measuring point.
3.
For the low voltage level, a main measuring must be defined at each connection
point.

Article
14. Measuring points of power plant
1. If
the electricity-generating entity possesses a power plant involved in
competitive electricity market or a large power plant
a) 01
(one) main measuring point and 02 (two) redundant measuring points must be
defined at each connection point;
b)
The connection point of the electricity-generating entity
- The
main measuring point is defined at the main circuit breaker or terminals of the
high voltage of the booster transformer directly connected to electrical grid,
unless otherwise agreed.
- The
redundant measuring point 01 is defined at the outgoing feeder of the
substation at the power plant, unless otherwise agreed.
- The
redundant measuring point 02 is defined at the terminal of generator, unless
otherwise agreed.
c)
The connection point does not belong to the electricity-generating entity
- In
case the substation of an electricity-generating entity has only 01 line
connected to the electric power system via the connection point and no power
bypassing the busbar of the substation of the power plant, the main measuring
point is identical or adjacent to the connection point;

- The
redundant measuring point 01 is defined under the agreement between relevant
parties;
- The
redundant measuring point 02 is defined as prescribed in Point b of this
Clause.
d) In
case the main measuring point or redundant measuring points are defined at the
substation of electrical grid management entity, an agreement between
electricity-generating entity, electrical gird management entity, Electric
Power Trading Company and relevant entity (if any) must be made.
2. In
the event the electricity-generating entity possesses a small power plant not
involved in competitive electricity market
a) 01
(one) main measuring point and 01 (one) redundant measuring points must be
defined at each connection point;
b)
The main measuring point and redundant measuring point are defined as
prescribed in Point b, Point c , Point d, Clause 1 of this Clause.
Article
15. Measuring points of electricity users or entities distributing and
retailing electricity connected to the medium voltage or higher
1.
For connection points with a voltage of over 110 kV, 01 (one) main measuring
point and 01 (one) redundant measuring point must be defined at each connection
point.
2.
For the connection points supplying medium voltage, electricity users or
electricity retailers may negotiate with the entity distributing electricity
supplied from the redundant measuring points if necessary.

4.
The connection point of the transmission network operator or electricity
distributor
a)
The main measuring point is defined at the connection point, unless otherwise
agreed.
b)
The redundant measuring point (if any) is defined under the agreement between
relevant parties;
5.
The connection point of the substation of electricity users or electricity
retailer
a)
The main measuring point is defined at the main circuit breaker or terminals of
the high voltage of the transformer directly connected to electrical grid,
unless otherwise agreed;
b)
The redundant measuring point
- For
the voltage level of over 110 kV: The redundant measuring point is defined at
the outgoing feeder of the substation directly connected to electrical grid,
unless otherwise agreed;
- For
the medium voltage: The redundant measuring point is defined under the
agreement between relevant parties;
6. In
case the connection points are different from those specified in Clause 4 and
Clause 5 of this Article, the main measuring point is defined under the
agreement between the involved parties.

a)
The main measuring point is defined at the main circuit breaker or terminals of
the low voltage of the transformer at the substation of transmission network
operator, unless otherwise agreed;
b)
The redundant measuring point is defined at the outgoing feeder of the
substation of transmission network operator, unless otherwise agreed.
3.
The connection point of the substation of the electricity distributor
a)
The main measuring point is defined at the main circuit breaker or terminals of
the high voltage of the transformer connected to transmission grid, unless
otherwise agreed.
b)
The redundant measuring point is defined at the outgoing feeder of the
substation of the electricity distributor, unless otherwise agreed.
Article
17. Measuring points between two Electricity distributors
The
main measuring point and redundant measuring point are defined under the
agreement between electricity distributor and relevant entity.

The
measuring point for a customer using distribution grid connected to low voltage
is defined at the connection point of the customer using distribution grid,
unless otherwise agreed.
Article
19. Requirements for the measurement system
1.
The main measurement system shall be installed at the main measuring point and
must precisely define all measuring quantities of electricity trading, and
eliminate elements affecting the measuring result by the loop structure of
electricity system, thereby acting as a firm basis for electricity calculation
and payment through the connection point.
2.
The redundant measurement system shall be installed at the redundant measuring
point to perform the following functions:
a)
Replace the main measurement system, thereby acting as a basis for calculation
of quantities of electricity trading in case the main measurement system
operates inaccurately or has faults based on the test results of the testing
and inspecting entity and a general record of the relevant parties;
b)
Check and monitor the measuring result of the main measurement system under the
normal working condition of the main metering system;
c)
Combine with the main measurement system and other redundant measurement
systems to calculate the electrical production for calculation in some special
cases.
3.
The measuring instruments must satisfy technical requirements for measurement
and have specimen approved, must be tested and inspected as prescribed in the
law on measurement.
4. CT
shall not be used to install the ring main unit at transformer bushing, circuit
breaker for the measurement system in service of electricity trading.

1.
The secondary winding of CT and secondary cable connected to the meter of the
main measurement system must not be used for any purpose and must be
independent from the redundant measurement system. For CT of the redundant
measurement system, the secondary winding may be used for both meter and other
measuring and controlling equipment provided that the common secondary circuits
must be designed to ensure the safety and smooth operation of the measurement
system.
The
secondary winding for electricity delivery must not be used for both meter and
protective equipment.
2.
The secondary cable wired from the secondary winding of CT to the meter of the
main measurement system must not be used for any purpose and must be
independent from the redundant measurement system.
3.
The secondary cable of the measuring circuit must be wired by the shortest way
and the number of connection points through circuit connector is the least and
must be eligible to be sealed on the circuit connector cabinet or connection
point. The secondary cable of the main measurement system must be wired
separately and directly wired from the junction box of CT, the intermediate
cabinet of VT to the meter box without going through the circuit connector at
the intermediate box. The secondary cable of the measuring circuit must be a
flexible conductor with two insulated layers.
4. In
case the meter is supplied with voltage from one of the VT busbars through the
voltage circuit transformer, the wiring terminals of voltage switch must
satisfy eligibility requirements for seal and lead seal and the meter must be
programmed to record the time and duration of the voltage switching.
5.
The load of secondary circuit of CT and VT must not exceed the burden allowable
on CT and VT according to the manufacturer's regulations.
6.
The measuring secondary circuit that needs connected must ensure seal and lead
seal do not affect the protective and control secondary circuit.
7. In
case the current circuit of the redundant measuring system is used in
conjunction with other measuring devices, the meter must be first connected
before measuring equipment, must not affect the accuracy of the measurement
system and must be eligible to seal current circuit of the junction box of CT
and meter with lead.
8.
The trial junction boxes must be installed for the testing of measuring
instruments and eligible for seal and lead seal. In case the secondary winding
for the measurement system and secondary winding for protection are placed in
the same secondary junction box and the entire secondary junction box fails to
be sealed, the secondary winding for the measurement system must be sealed to
prevent unauthorized intervention.

Article
21. Requirements for seal and lead seal and security
1.
The entire measurement system, including CT and VT junction box, meter ,
current circuit, voltage circuit, converted logic circuit, and trial junction
box (if any) must be sealed or sealed with lead to prevent unauthorized
intervention in accordance with law.
2.
Electricity distributors, and electricity retailers shall issue regulations on
the sealing pliers and lead for sealing junction box (CT, VT, meters) and meter
box enclosures, and decisions on the number of sealing pliers, lead for sealing
junction box (CT, VT, meters), meter box enclosures in conformity with the
number of meters under their management, and shall register quantity and code
of lead seal brand in according to regulations.
3.
The measurement systems equipped with the measurement data collection system
after being read and collected from measuring points must be secured and
encrypted to prevent unauthorized intervention.
4.
The software managing the system for reading, transmitting and aggregating
measurement data must be secured using multiple password levels to ensure
security, accuracy, and reliability of the measurement data.
Article
22. Management of meter’s passwords
1.
The password of a meter must be divided in to 03 (three) different levels to
satisfy requirements for management and operation of meter, and is
conventionally regulated as follows:
a)
“Setup” password is the password granting the access to meter to install and
change its parameters and operational modes. This password is used to install
part or whole of meter’s parameters and only those who have responsibility or
competence may use it.
b)
“Time synchronization” password is the password granting the access to meter to
read data and synchronize the time of meter. This password does not allow the
setup and change of parameters and operational modes of the meter and only
those who have responsibility or competence may use it.

2.
The password level of each meter must be set differently. These passwords must
be kept and secured in each sealed envelope corresponding to each meter.
3.
The envelopes containing meter’s passwords must be handed over to the
responsible person. The password manager shall be responsible for compiling the
envelopes containing meter’s password into a set of dossier on meter’s
passwords with the following contents: Type of meter, meter’s number,
measurement system owner, and measurement system management and operation
entity.
4.
When handing over the envelope containing meter’s passwords in the process of
management, storage or use of passwords, a record bearing the signature of
receiving and handing parties is required.
5. In
case the meter uses password which is a hard key, it must be sealed to ensure
no intervention in the meter unless the seal is broken.
6.
The entity possessing a measurement system or entity managing and operating a
measurement system shall be responsible for managing and securing the “Only
read” password of the meter.
7.
The testing and inspecting entity shall be responsible for managing and
securing the “Setup” password of the meter.
8.
The measurement data management entity shall be responsible for managing and
securing the “Time synchronization" password of the meter.
Article
23. Management of dossier on electricity measuring and delivery
In
the process of design, investment, management, operation, delivery, and
payment, the relevant entities shall be responsible for managing and recording
the following dossiers:

a)
Technical design documentation of measurement system agreed between relevant
parties according to regulations;
b) A
certified true copy of certificate of inspection for CT, VT, and meter of the
testing and inspecting entity in case of use of Type-1inspection seal;
c)
Record of testing for CT, VT and meters of the testing and inspecting entity;
d)
Record of examination and testing of the secondary circuit of the measurement
system of the testing and inspecting entity;
dd)
Record of setup of meter’s parameters;
e)
Record of acceptance of installation of the measurement system, date of
inspection and symbol of inspected lead;
g)
Record of acceptance of installation of the measurement data collection system;
h)
Record of acceptance, inspection, fault repair and change of equipment of the
measurement system in the process of management and operation;
i)
As-built drawing of measuring secondary circuit and measurement data collection
system;

Electricity delivery between electricity purchase party and electricity users
a)
Voltage level of over 100 kV: Documents defined in Clause 1 of this Article;
b)
Medium voltage: Documents defined in Point a, Point b (if any), Point c, Point
d, Point e, Point g (if any) and Point k (if any), Clause 1 of this Article;
c)
Low voltage: Documents defined in Point b (if any), Point dd (if any), and

devices, measuring circuit isolator, logic devices for voltage transformer,
voltage circuit (or current circuit) supplied to meter , devices for checking
voltage and current, lightning arresters used on the telecommunications system
of meter .
2.
The specific configuration of a measurement system is precisely defined
according to the voltage level, scale of power purchase and characteristics of
measuring points.
Article
25. Requirements for the meter
1.
General requirements
A
meter shall:
a) be
3-phase 4-wire or 01-phase 02-wire type;

c)
have one or more tariffs;
d)
measure active and reactive power by separate two ways of receiving and sending
into 04 quadrants;
dd)
measure maximum capacity and record total load chart;
e)
have the ability to connect to computers, gather and read data locally and
remotely;
g) be
powered from the secondary voltage measurement system with required maintenance
of operation upon loss of 01 or 02-phase voltage;
h)
include an internal power source to power the real time clock. If necessary,
the meter can be battery-powered to display data;
i)
come with levels of password;
k) be
sealed and sealed with lead to ensure impossible access to the wiring terminals
and change of parameters set in the meter without breaking the lead seal;
l)
have the ability to store the measurement information and load chart at least
60 days with the cycle of recording the measuring value not exceeding 30
minutes for a data channel and shall be programmed to operate an integral cycle
of less than 30 minutes;

n) be
connected to a measurement data collection system locally or remotely in
conformity with the connection standard and data collection software.
2.
Requirements for the accuracy class applicable to measurement of voltage level
of over 220 kV or measurement in service of electricity delivery between power
plant involved in electricity market or large power plant and electrical grid
a)
The main meter must reach the accuracy class 0.2 for active power and 2.0 for
reactive power according to the standards defined by the Ministry of Science
and Technology.
b)
The redundant meter must reach the accuracy class 0.5 for active power and 2.0
for reactive power according to the standards defined by the Ministry of
Science and Technology.
3.
Requirements for the accuracy class applicable to measurement in service of
electricity delivery for the cases that are not set forth in Clause 2 of this
Article
a)
The main meter must reach the accuracy class 0.5 for active power and 2.0 for
reactive power according to the standards defined by the Ministry of Science
and Technology.
b)
The accuracy class of the redundant measuring meter is defined under the
agreement between relevant parties but must not be lower than the accuracy
class:
-
Upon measurement of voltage level of 110 kV: 0.5 for active power and 2.0 for
reactive power according to the standards defined by the Ministry of Science
and Technology;
-
Upon measurement of medium voltage: 1.0 for active power and 2.0 for reactive
power according to the standards defined by the Ministry of Science and
Technology.

Article
26. Requirements for the use of CT for electricity measurement purpose
1.
General requirements
A CT
shall:
a)
come with the secondary winding exclusive to measuring instruments and meter ;
a) be
supplied with the secondary current with nominal value of 1A or 5A;
c)
seal the lid of junction box of secondary winding connecting the measuring
instruments and meter with lead to ensure no impact on the connected circuit
without breaking the seal.
2.
Requirements for accuracy class applicable to measurement of voltage level of
over 220 kV or measurement in service of electricity delivery between power
plant involved in electricity market or large power plant and electrical grid
a)
The secondary winding of CT used for measurement purpose must reach the
accuracy class 0.2 according to the standards defined by the Ministry of
Science and Technology;
a)
The secondary winding of CT used for redundant measurement purpose must reach
the accuracy class 0.5 according to the standards defined by the Ministry of
Science and Technology;

3.

electricity delivery for the cases that are not set forth in Clause 2 of this

The secondary winding of CT used for main measurement purpose must reach the
minimum accuracy class 0.5 according to the standards defined by the Ministry
of Science and Technology;
b)
The secondary winding's accuracy class of CT used for redundant measurement
purpose shall be defined under the agreement between relevant parties but must
not be lower than the accuracy class 0.5 applicable to measurement of voltage
level of 110 kV, and 1.0 applicable to measurement of medium voltage according
to the standards defined by the Ministry of Science and Technology.
4. If
the Ministry of Science and Technology is yet to define the standards in accuracy
class applicable to CT, the IEC standard or other equivalent standards shall be
applied.

27. Requirements for the use of VT for electricity measurement purpose

General requirements
A VT
shall:
a)
come with the secondary winding exclusive to measuring instruments and meter;

a) VT
used for main measurement purpose must reach the accuracy class 0.2 according
to the standards defined by the Ministry of Science and Technology;

used for redundant measurement purpose must reach the accuracy class 0.5
according to the standards defined by the Ministry of Science and Technology;
c)
The burden of secondary winding of CT must not exceed the burden allowable on
the secondary circuit load according to the manufacturer's regulations.

30. Management of measurement data collection system and measurement data
management system
1.
Responsibilities of the measurement data management entity
a)
Invest, install, manage and operate the measurement data collection system and
measurement data management system under its management, thereby ensuring other
entities' connection as prescribed in this Circular;
b)
Provide relevant entities with data file format (hereinafter referred to as
“file”), standard connection interface based on the data collection model and method
of transmitting measurement data;
c)
Set parameters and implement measures for ensuring information security and
encryption for the measurement data collection system, measurement data
management system at measuring points and its data collection, storage, and
handling center to ensure accuracy and reliability of the measurement data.
2.
Responsibilities of the measurement system management and operation entity
a)
Secure the set parameters for the meter data reading software under its
management;
b) Never
intervene in the data reading and transmission software to modify set
parameters, which affects the accuracy of measurement data. Never modify data
transmitted from the meter to computer or the data concentrator unit positioned
locally (if any).

33. Requirements for the measurement data management system
The
measurement data management system must fulfil the following minimum functions
and requirements:
1.
The transmission medium of usable information is wired or wireless systems and
must adopt solutions to information security and encryption.
2.
The information equipment connecting with the measurement data collection
system must satisfy the following requirements:
a)
Requirements for information security and encryption to prevent unauthorized
intervention and forged information;
b)
Requirements for electricity and telecommunications security to prevent damage
to the measurement data collection system.
3.
The ability to connect and collect measurement data via the computer of the
measurement data collection system must be demonstrated. The list of measuring
points and relevant information must be declared or managed.
4. A
report on management and storage of measurement data and relevant facts must be
managed, recorded and prepared.

6.
The servers must have the ability to store the entire process of handling,
validating, and exploiting measurement data and be equipped with the redundant
system to ensure that the measurement data is not lost in any case.

Access management includes code and system authorization access of users. Grant
administrator privileges to software at authorization level (installation,
configuration, granting of privileges to users for the manipulation and
calibration of data) and operation level (reading, viewing and export of data).

Data must be connected and shared with other application software to exploit
data.

Measurement information must be managed.

Measurement data must be handled.
11.
Measurement data must be examined and validated.

35. Rules for making an agreement on technical design

For new electrical works
a)
The agreement on technical design of the measurement system and measurement
data collection system in service of electricity delivery and trade shall be
made during the technical design period of the investment project after
reaching an agreement on connection of electrical works to electrical grid.
b)
The contents in connection with technical design of the measurement system and
measurement data collection system must be agreed before the technical design
and total cost estimate for construction of electrical works are approved.
2.
For operated electrical works
a) An
agreement on technical design of the measurement system and measurement data
collection system shall be made upon the appearance of new measuring points or
upgradation and improvement of the current measurement system;

3.
Rules for making an agreement on technical design of the measurement system and
measurement data collection system
a)
The measurement system investment entity shall be responsible for making an
application for an agreement on technical design of the measurement system and
measurement data collection system;
b)
Electric Power Trading Company, electricity distributor and electricity
retailer shall be responsible for taking charge of the agreement on technical
design of the measurement system and measurement data collection system in
service of electricity delivery under their management;
c)
Other relevant entities shall be responsible for coordinating with each other
and giving opinions upon the receipt of request for agreement on technical
design of the measurement system and measurement data collection system.
4. In
the event the electricity distributor invests in the measurement system and
measurement data collection system to sell electricity to customers using
electrical distribution grid (unless the customer using electrical distribution
grid is an electricity-generating entity) or in the event the electricity
retailer invests in the measurement system and measurement data collection
system to sell electricity to electricity users, the electricity distribution
entity or electricity retailer shall be responsible for designing and agreeing
with customers about relevant contents of the technical design of the
measurement system and measurement data collection system before their
investment and installation as prescribed in this Circular.

The measurement system investment entity shall be responsible for making and
submitting an application for an agreement on technical design of the
measurement system and measurement data collection system to the Electric Power
Trading Company in the following cases:

Measure the boundary between the large power plant and transmission grid or
distribution grid;
-
Measure the boundary between the power plant using renewable energy sources and
electrical grid;
-
Measure the boundary between the large power plant and transmission grid or
distribution grid.
-
Measure the boundary of electric power trading with foreign countries via the
voltage level of over 110 kV;
-
Measure the boundary between transmission grid and customers using electricity
connected to transmission grid.
b)
The measurement system investment entity shall be responsible for making and
submitting an application for an agreement on technical design of the
measurement system and measurement data collection system to the electricity
distributor in the following cases:
-
Measure the boundary between the small power plant and distribution grid;
-
Measure the boundary between distribution grid and electricity retailer or
customer using electricity connected to distribution grid in case the electricity
retailer or electricity user invests in the measurement system.

Measure
the boundary between the two Power Corporations: The measurement system
investment entity shall be responsible for making and submitting an application
for an agreement on technical design of the measurement system and measurement
data collection system to the Electric Power Trading Company. The remaining
entity shall be responsible for coordinating with the Electric Power Trading
Company in the process of agreement;
-
Measure the boundary between the two Provincial Electricity Companies
affiliated to a Power Corporation: The measurement system investment entity
shall be responsible for making and submitting an application for an agreement
on technical design of the measurement system and measurement data collection
system to the Power Corporation. The remaining entity shall be responsible for
coordinating with each other in the process of agreement;
d)
Other cases defined in Points a, b and c of this Clause shall comply with
regulations defined in Clause 3, Article 35 of this Circular.
2.
Procedures for making an agreement on technical design of the measurement
system and measurement data collection system
a)
After making an application as prescribed in Article 36 of this Circular, the
measurement system investment entity shall be responsible for submitting 03
(three) sets of application for an agreement on technical design of the
measurement system and measurement data collection system to the Electric Power
Trading Company or electricity distributor as prescribed in Clause 1 of this
Article to make an agreement;
b)
The Electric Power Trading Company or electricity distributor shall be
responsible for submitting requests to the directly relevant entities for
suggestions on the proposal for the agreement on the design;
c)
Upon receipt of suggestions from the directly relevant entities, the Electric
Power Trading Company or electricity distributor shall be responsible for: -
consolidating suggestions from the relevant entities and assessing contents of
application: electricity measuring points and technical design of the
measurement system and measurement data collection system.
-
delivering suggestions in writing to the measurement system investment entity
to complete the draft for an agreement on design.
d)
According to suggestions from the Electric Power Trading Company or electricity
distributor, the measurement system investment entity shall be responsible for
reaching an agreement and completing the draft for an agreement on technical
design of the measurement system and measurement data collection system
distributor as prescribed in this Circular;

in this Article shall comply with regulations set forth in Article 38 of this

39. Requirements for investment and installation
1.
Ensure the measurement system and measurement data collection system shall
comply with regulations defined in this Circular and conform to the agreed technical
design of the measurement system and measurement data collection system.
2.
Ensure the measuring instruments shall comply with the law on measurement.
The
measuring instruments used must comply with the approval for sample measuring
instruments granted by a competent regulatory authority in charge of
measurement. For special case, the measuring instrument in ring main unit or
the ring main unit is invested but not approved the sample and additional
external measuring instruments fail to be installed, relevant entities shall be
responsible for guiding the measurement system investment entity to adopt
procedures for approving sample as prescribed in the law on measurement.

40. Responsibilities of entities in investment and installation of the
measurement system and measurement data collection system
1.
The measurement system investment entity
a)
Invest and install the measurement system and measurement data collection
system in conformity with the technical design of the measurement system and
measurement data collection system agreed as prescribed in Section 1 of this
Chapter;

Circular and the law on measurement;

Test the measuring secondary circuit in compliance with technical requirements

circuit and measuring instruments unless the lead seal is broken;
-
Program and set meter’s parameters and level of meter’s password.
c)
Provide the measurement data management entity and relevant electricity
delivery entity with information about measuring points (measuring points,
delivery methods and specifications);
d)
Coordinate with the measurement data management entity in installing and
examining the measurement data collection system locally and remotely.
2.
The electrical grid management entity shall be responsible for coordinating
with the measurement system investment entity and relevant entities in the
initial process of installing, testing and inspecting the measurement system
and measurement data collection system in the event the measurement system is
located at the substation of electrical grid management system.

The measurement data management entity
a)
Deliver code of measuring points and address of meters to the newly installed
measurement system under its management;

transmitting measurement data from the electrical work to the measurement data
management system under its management;

to the local computer, prevent unauthorized intervention and forged information
in measurement data before data is transmitted to the measurement data
management system under its management.
4.
The testing and inspecting entity
Perform
the following duties under the agreement signed with the measurement system
investment entity:
a)
Initially test and inspect the measuring instruments as prescribed in this
Circular and the law on measurement;
b)
Test the measuring secondary circuit in compliance with techniques and in
conformity with technical design of the measurement system;
c)
Seal the measurement system with lead to ensure no intervention in the
measuring circuits and instruments;
d)
Set the parameters and password levels for the meter within its competence;
dd)
Provide the measurement system investment entity with records of testing and
inspection of the measurement system, records of installation of the meters as
prescribed in this Circular and the law on measurement.

Depending

43. Procedures for acceptance
1.
After the installation of the measurement system and measurement data
collection system is completed, within at least 14 days before the expected day
of acceptance, the measurement system investment entity shall be responsible
for submitting a written request for acceptance enclosed 01(one) set of dossier
serving acceptance as prescribed in Article 42 of this Circular to the Electric
Power Trading Company or Electricity distributor and relevant electricity
delivery entities.

a) If
the dossier is valid as prescribed and is eligible for acceptance, the Electric
Power Trading Company or Electricity distributor shall be responsible
submitting a written request to the entities involved in acceptance for an
agreement on the acceptance plan.
b) If
the dossier fail to be eligible for acceptance, the Electric Power Trading
Company or Electricity distributor shall be responsible submitting a written
request for the measurement system investment entity to modify and inform the
entities involved in acceptance thereof.
3.
After reaching an agreement on acceptance plan, the measurement system
investment entity shall take charge of accepting the measurement system and
measurement data collection system with in the presence of representatives of
the relevant entities prescribed in Article 41 of this Circular.
4.
The measurement system investment entity shall be responsible for consolidating
all dossiers on acceptance and submitting 01 (one) copy of set of dossier to
each entity involved in acceptance.
5.
The entities involved in acceptance shall be responsible for retaining dossiers
on acceptance and updating information about measuring points on the list of
delivery measuring points and their management program.
6.
The measurement system shall only be put into operation when the entities
involved in acceptance reach an agreement on acceptance results and sign a
record of acceptance.

installation locations of primary instruments, inspect installation of
secondary circuits, inspect the measuring instruments’ parameters, and inspect
installation of meters.

Compare results of physical inspection of installation of the measurement
system and agreed technical design of the measurement system, technical
documentation of the measuring instruments and records of installation of the
meters;
-
Inspect the consistency of the set parameters of meters and parameters of the
installed meters.
-
Inspect parameters and installation of the measurement data collection system
and compare them with agreed technical design of the measurement system.
- The
testing and inspecting entity shall set the meters’ password levels, keep the
“Setup” password of the meter, hand the “Read only” password over to the
measurement system investment entity or measurement system owner and hand the
“Time synchronization” password over to the measurement data management entity.
-
Finalize meter’s indicators, record meter’s programmed parameters, number of
installation times and the last time of programming of the meter;
-
Seal the CT and VT junction box, measuring secondary circuit, intermediate
connections and testing box with lead to ensure no intervention in the
measurement system unless the lead seal is broken; this requires the presence
of parties involved in acceptance.
b)
Inspect the operation of the measurement system after its loads are energized

Inspect the value of current, voltage, and quadrant between current and
voltage;

Inspect the operation of the measurement data collection system;

After the completion of inspection items, the parties shall affirm that the
measurement system operates normally and seals the remaining parts of
measurement system with lead;

After the acceptance process is completed, parties involved in acceptance shall
sign a record of acceptance according to the form defined in the Appendix 3
enclosed with this Circular.
2.
During the inspection of operation of the measurement system when carrying
load, if finding faults that cause the system to operate inaccurately, entities
shall coordinate with each other in repairing and determining the electricity
production that must be collected arrears or refunded.
3. If
the measurement system or measurement data collection system fails to be
completely accepted after the works are energized, the parties shall be
responsible for making the first record of acceptance that shows problems and
request for handling, remedial measures for problems and time for remediation
to form a basis for the next acceptance. The electricity delivered when the
measurement system has not been accepted yet shall be collected arrears or
refunded (if any) when the measurement system has been accepted.

MANAGEMENT, OPERATION, REPAIR OF FAULTS OF

During management and operation, the measurement system management and
operation entity shall be responsible for regularly monitoring and inspecting
the operation of measurement systems and promptly detecting problems leading to
faults. In case of detection of problems or faults, the measurement system
management and operation entity must inform relevant parties thereof to repair
together, the repair must be carried out as prescribed in Section 2 of this
Chapter.
3.
The change of instruments or upgradation and improvement of measurement system
shall only be made when relevant entities reach an agreement on this. For the
measurement system used to sell electricity to customers using electricity
connected to the medium voltage level or lower, before changing or upgrading
and improving the measurement system, the measurement system management and
operation entity shall be responsible for informing electricity users thereof.
4.
The measurement system management and operation entity or measurement system
owner shall be responsible for managing the measurement system's seals and lead
seals as prescribed in this Circular and the law on measurement.
5.
The inspection seal and lead seals of the measuring instruments shall only be
broken when testing, inspection and fault repair are carried out by the testing
and inspecting entity in the presence of representatives of relevant entities.
6.
The clock of meter and measurement data collection system is based on Vietnam
time zone and is synchronized with the time taken from the Global Positioning
System (GPS) or from national standard time in conformity with the actual
conditions of the measurement data management entity.
7. For
the measurement system used to sell electricity to electricity users, in case
of detection of any problems or faults, electricity users must inform the
electricity seller thereof.
Article
49. Change of the measurement system’s parameters
1.
The case that the electrical measurement is carried out for the delivery of
electricity between power plant and electrical grid or between transmission
grid and distribution grid or between electricity distributors or between
customers using electricity connected to the voltage level of over 110 kV and
electrical grid
a)
Within at least 05 working days before the expected day on which the
measurement system’s parameters are changed, the measurement system management
and operation entity shall be responsible for issuing a written notice
(enclosed with documents relating to the necessity for the change of
measurement system’s parameters) to the Electric Power Trading Company or
Electricity distributor and relevant entities.

c)
The measurement system management and operation entity shall be responsible for
taking charge of changing the measurement system's parameters according to the
agreed plan; the measurement system’s parameters must be changed as prescribed
in the law on measurement;
d)
The Electric Power Trading Company or electricity distributor and relevant entities
shall be responsible for changing the measurement system's parameters according
to the agreed plan;
dd)
The entities must update the change of measurement system’s parameters on the
measurement database under their management. Measurement data management entity
shall be responsible for updating it on the measurement data collection system
and measurement data management system after receipt of the written notice from
the measurement system management and operation entity.
2.
For electrical measurement carried out for the delivery of electricity to
customers using electricity connected to the medium voltage level or lower, the
electricity distributor or electricity retailer shall be
responsible for changing the measurement system’s parameters and issuing a
written notice to electricity users in advance, stating reasons thereof.
Article
50. Change of the measurement system’s instruments
1.
For electrical measurement carried out for the delivery of electricity between
power plant and electrical grid or transmission grid and distribution grid or
between the electricity distributors or between customers using electricity
connected to the voltage level of over 110 kV and electrical grid, if it is
necessary to change instruments or upgrade an improve the measurement system,
the measurement system management and operation entity shall be responsible for
taking charge of performing the following duties:
a)
Except emergency prescribed in Clause 3, Article 53 of this Circular, when
changing the measurement system’s faulty instrument whose technical parameter
is equivalent to the old instrument’s parameter or adheres to the agreement
with relevant entities, the procedures for the change are adopted as follows: -
Within at least 05 working days before the expected day on which the
measurement system’s instrument is changed, the measurement system management
and operation entity shall be responsible for issuing a written notice
(enclosed with relevant documents) to the Electric Power Trading Company or
Electricity distributor and relevant entities about a plan on the change and a
plan on acceptance of the measurement system.

Within at least 02 working days since receipt of the written notice from the
measurement system management and operation entity, the Electric Power Trading
Company or Electricity distributor and relevant entities shall be responsible
for reaching an agreement on the plan on the change and plan on the acceptance
of the measurement system.
- The
measurement system operation and management entity shall take charge of
changing and accepting the measurement system according to the agreed plan.

Make an agreement on technical design, investment, installation and acceptance
of the changed instruments as prescribed in Chapter V of this Circular;
- The
measurement data management entity and relevant entities shall be responsible
for updating the change of measurement system’s parameters on the measurement
database, measurement data collection system and measurement data management
system.
2.
For electrical measurement carried out for the delivery of electricity to
customers using electricity connected to the medium voltage level or lower, the
electricity distributor or electricity retailer shall be responsible for
changing the measurement system’s instrument as prescribed in Article 47 of
this Circular and issuing a written notice to customers in advance, stating
reasons thereof. When changing the measurement system’s instrument, presence
and confirmation of the representative of electricity user are required.
Article
51. On-site duties
When
changing the measurement system’s instrument, the participants shall be
responsible for performing the following duties:
1.
Inspect seal and operation of the measurement system;
2.
Finalize meter indicators and calculate production in the cycles without using
the measurement system.
3.
Calculate arrears and refund (if any).
4.
Make a record of change of parameters and instruments or removal of measuring
points, including the following contents: electrical measurement points, time,
meter indicator before and after installation and dismantling, and duty
performance. The record must bear the signatures of the representatives of
participants;

1.
The measurement system operation and management entity shall be responsible for
managing and operating the measurement data collection system at measuring
points, including information equipment, computers (if any), meter data reading
program to ensure data from meters at measuring points is fully and accurately
updated under its management and then transmit it to the measurement data
collection system and measurement data management system of the measurement
data management entity in order to update it on the common database.
2.
The measurement data management entity shall be responsible for managing,
operating and securing the measurement data collection system, measurement data
management system and database of electrical measurement under its management
to ensure information and data are accurately and reliably.
Section
3. INSPECTION OF MEASURING INSTRUMENTS
Article
56. General regulations on inspection of measuring instruments
1.
The inspection of measuring instruments includes initial inspection, periodic
inspection, post-repair inspection and inspection upon request.
2.
The measuring instruments shall only be put into operation after passing
inspection as prescribed in the law on measurement and satisfying all
requirements set forth in this Circular.
3.
The initial inspection is the first inspection of measuring instruments to be
carried out before they are put into operation. Under its management, the
measurement system investment entity must bear all expenses for the initial
inspection of measuring instruments.
4.
The periodic inspection is carried out in a cycle defined by a competent
regulatory authority on measurement. The measurement system owner must bear all
expenses for the periodic inspection of measuring instruments.
5.
The post-repair inspection is carried out as prescribed in the law on
measurement.

a)
Inspection is carried out at the request of the measurement system owner;
b)
Inspection is carried out at the request of the relevant entity that does not
own or invest in the measurement system, except the case set forth in Point c
of this Clause;
c) In
case the electricity user requests inspection of the existing measuring
instrument used to sell electricity to customer, the electricity distributor or
electricity retailer and electricity user shall be responsible for coordinating
with each other in carrying out inspection as prescribed in Clause 3, Clause 4,
Article 25 of the Law on Electricity and Article 19 of the Government’s Decree
No. 137/2013/ND-CP dated October 21, 2013 detailing implementation of a number
of articles of the Law on Electricity and the law on amending a number of
articles of the Law on Electricity.
7.
The measurement system investment entity or the measurement system owner shall
be responsible for consolidating all dossiers on inspection (Certificate of
inspection and Record of inspection) and submitting 01 (one) set of dossier to
the measurement data management entity and each entity involved in inspection
of measuring instruments.
8.
The measurement data management entity and entities involved in inspection of
measuring instruments shall be responsible for retaining dossiers on inspection
and updating information about measuring points on the list of delivery
measuring points and their management program.

57. Participants involved in inspection of the measuring instruments at medium
voltage level or more
Depending
on each delivery measurement and purposes of inspection, the participants
involved in inspection of measuring instruments may include the following
entities:
1.
The measurement system owner or measurement system investment entity.
2.
The Electric Power Trading Company or Electricity distributor.

Article
58. Periodic inspection of the measuring instruments at medium voltage level or
more
1.
Before December 05 every year, the measurement system management and operation
entity shall coordinate with the measurement system owner in submitting a
written notice to relevant entities and testing and inspecting entity about the
periodic inspection plan of measuring instruments prepared for each month of
the next year.
2.
Before December 20 every year, according to the periodic inspection plan
submitted by the measurement system management and operation entity, relevant
entities and testing and inspecting entity shall be responsible for reaching an
agreement on the periodic inspection plan of the next year.
3. In
case the periodic inspection plan changes, before the 20th of the
final month of every quarter, the measurement system management and operation
entity shall coordinate with the measurement system owner in updating and
reaching an agreement on the plan with relevant entities and testing and
inspecting entity, inspecting the periodic inspection plan prepared for the
remaining months of the year.
4.
According to the periodic inspection plan of the next year and quarterly update
plan agreed upon by parties, within at least 10 days before the day on which
the periodic inspection is carried out, the measurement system management and
operation entity shall be responsible for announcing the date of periodic
inspection to the entities set forth in Article 57 of this Circular.
5.
The measurement system management and operation entity shall be responsible for
taking charge and coordinating with the measurement system owner in carrying
out periodic inspection of measuring instruments; the testing and inspection
shall carry out an inspection as prescribed in the law on measurement and under
the agreement signed with the measurement system management and operation or
measurement system owner.
6. In
case the result of periodic inspection shows that the measuring instrument
fails to satisfy the requirements set forth in this Circular and technical
requirements set forth in the law on measurement, the measurement system owner
must change the measuring instrument as soon as possible.

1.

request is carried out, the measurement system owner shall be responsible for

request for inspection;
b)
The inspection upon request shall only be carried out after the plan is agreed
by relevant entities;
c)
Expenses for inspection of measuring instruments
- In
case the measuring instrument satisfies the requirements set forth in this
Circular and technical requirements set forth in the law on measurement after
carrying out the inspection upon request, the entity making a request for inspection
must bear all expenses for the inspection;

3.
The measurement system owner shall be responsible for carrying out the
inspection upon request of the measuring instrument. The testing and inspecting
entity shall carry out an inspection as prescribed in the law on measurement
and under the agreement signed with the measurement system owner.
4. In
case the result of inspection upon request shows that the measuring instrument
fails to satisfy the requirements set forth in this Circular and technical
requirements set forth in the law on measurement, the measurement system owner
must change the measuring instrument as soon as possible.
Article
60. Post-repair inspection of the measuring instruments at medium voltage level
or more
1.
The measuring instrument after being repaired must be inspected to ensure that
all requirements set forth in this Circular and technical requirements set
forth in the law on measurement are met.
2.
The measurement system owner or the measurement system management and operation
shall be responsible for carrying out post-repair inspection of measuring
instrument as prescribed in the law on measurement.
3.
Procedures and issues concerning post-repair inspection shall comply with the
law on measurement.
Article
61. Inspection of the measuring instruments at medium voltage level or more
1.
The case that electrical measurement is carried out for the delivery of
electricity between power plant and electrical grid or between transmission
grid and distribution grid or between electricity distributors or between
customers using electricity connected to the voltage level of over 110 kV and
electrical grid, procedures for carrying out inspection of measuring
instruments shall be adopted as follows:
a)
The entities involved in inspection of lead seals and operational state of the
measuring instruments before carrying out inspection;

c)
The testing and inspecting entity shall retrieve meter database, connect
inspection outlines and carry out an inspection of measuring instruments in
accordance with the procedures for inspecting meter established by the
regulatory authority on measurement;
d)
The testing and inspecting entity shall reset the measuring instrument, connect
information between meter and measurement data collection system, and seal the
measurement system with lead.
dd)
The testing and inspecting entity and entities involved in inspection shall be
responsible for calculating the increased electricity production and
electricity production without obtaining measurement (if any) during
inspection;
e)
Make a record of inspection that bears the signatures of the representatives of
participants;
2.
For electrical measurement carried out for the delivery of electricity to
customers using electricity connected to the medium voltage level, the
electricity distributor or electricity retailer shall carry out an inspection
of measuring instruments according to the following procedures:
a)
Coordinate with electricity user in inspecting lead seals and operational state
of the measurement system, finalize meter indicators and break lead seals
before carrying out an inspection or periodic change.
b)
Carry out a post-repair inspection or periodic change as prescribed in the law
on measurement;
c)
Reset the measurement system for customers and seal the measurement system with
lead;
d) Make a record of inspection that bears the signatures of
the representatives of participants.
