JOINT CIRCULAR GUIDING THE
IMPORT OF CAR COMPONENTS - FORM CKD1 Pursuant to the 1996 Law on Foreign
Investment in Vietnam, the 2000 Law Amending and Supplementing a Number of the
Law on Foreign Investment in Vietnam and the Government’s Decree No.
24/2000/ND-CP of July 31, 2000 detailing the implementation of the Law on
Foreign Investment in Vietnam;
Pursuant to the Prime Minister’s opinions in Notice No. 365/CP-KTTH of April
10, 1999 of the Government’s Office;
The Ministry of Planning and Investment, the Ministry of Industry and the
Ministry of Trade hereby jointly issue the Circular guiding the car assembly -
form CKD1 by car - manufacturing and assembling enterprises as follows: 1. The car - manufacturing and assembling
enterprises licensed to operate in Vietnam may import the car components - form
CKD1 to probe the domestic consumption market for new car models with the
maximum quantity of 300 cars and the maximum duration of no more than 2 years
for a new car model. 2. When developing the new products, enterprises
should additionally register the new products into the list of products in the
technical and economic thesis or the feasibility study reports already
submitted to the Ministry of Planning and Investment when applying for
investment licenses. 3. After the Ministry of Planning and Investment
certify the additional registration of the list of products, enterprises shall
report such to the Ministry of Trade in order to have the import procedures
cleared according to the current regulations. 4. For new car models which the enterprises have
been assembling, if the enterprises have not yet imported them with the full
quantity mentioned above and have demand, the Ministry of Trade shall consider
and permit the further import for the full quantity of 300 cars, but if they
have sufficiently imported, the Ministry of Trade shall not consider the
